Is there any way to open your skill queue remotely from any computer? If there isn't, someone with the know-how should create one. |

The simple way to do it is open the EVE client on the computer you're sitting in front of, log in, modify your skill queue.

well, what if it's a public computer without eve on it, and I don't have admin privelages? is there someplace on the website, or no? |

No, the only way to change skills is to log in |

And, unfortunately, that's the way it's gonna stay. CCP has said repeatedly that they want to keep it this way.
Any software that does open the skill queue without logging into the game would be an EULA violation. |

You could try copying Eve to a memory stick. Eve does not need admin privelages to run, and it does not need to be "installed" if you have an up to date copy of the program folder.
In any case, you must log in to change your skills. There is no way around that and there are no plans to change that. |

EVE has been without a skill queue for over 5.5 years. That wasn't gonna change either, in spite of clamouring that was both plentiful and loud.

That won't work. In order to run eve off a memory stick, you need a program like mojopac to act like a separate windows environment. This can be done, but the problem comes when you try to use your mojopac on a computer without admin access, ie you can't.
So, if you don't have admin access to the computer, you can't install eve on it, not can you run EVE of a memory stick on it.

Er, why? Unless something major has changed recently that I am unaware of you can run Eve from a memory stick perfectly happily without involving other programs. The only thing stopping you that I was aware of recently is the bloated size of it since Classic was canned.
