They sneak in and break the spirit of the rules - they exploit a loophole in the law. We need Uber-gates to take out any -5 or worse sec status pod - stop them right at the gates. If they are not exploiting this rule - then why not drop it and let all pirates in with -10 sec status now? Why not - because it is the rule. They would create chaos in secure highsec mining ops. So the rule was put in. They are creating a type of Trojan horse to get their ships in - to get around this rule. One way to combat it would be to stop their pods at the gates with Uber statis webs and scrams and guns. Poor pirates would not enjoy that! But to clarify some things - I am pretty sure that CCP just wants to prevent pirates from gatecamping in high sec with ships when they implemented faction ships. They also wanted to ensure that aggressive acts are punished when they implemented concord. Of course I could be wrong in their intentions so the point is to not assume what CCP's intentions were just because it fits your play style. Again industrialists have many ingame options to deal with pirates and are usually the rich ones - deal with them properly and stop looking like a moron. You make carebears look dumber than they really are in general.
