I have been running missions for a specific corp to gain corp standings. I have recieved an invitation to go meet an agent to get a faction mission.However, I need my character to remain with no faction standings, as he is now. If i ignore it and let it expire without visiting the agent, will I have any impact on my faction standings?

As far as I know, every character has some faction standings. Just naturally as a result of character creation you should have some slight positive faction with your native faction and derived modifiers with both its friends and enemies.
However, since you'll rarely get storyline missions less than 4 hours apart, there's no penalty for turning them down. If you do manage to blitz 16 mission in less than 4 hours, you'll need to wait until that timer expires before you turn down a second one to avoid a standing loss. Of course, you can always just remove the offer from the journal and forget about it; the offer will expire without penalty in a week. |

This is not true.
The tutorial missions tend to give you a faction standings increase when you complete them, so most new players will have some faction standings.
However, if you do not complete the tutorial missions, you will retain a null standing, which is not the same as a 0.0 standing. Once you have a standing with a faction you will always have a standing with that faction. Until they you will be standingless, and thus not contribute to your corp's NPC standings, which is probably the reason that the OP wants to avoid having faction standings. |

while we are on the topic of standings i want to repair my standings with the gallente, and have reserved training diplomacy for just this. i have also stopped accepting storylines since they negatively affect opposing factions standings.
does doing regular missions help raise your factions at all?
do datacenters work like storylines in that they raise one factions standings and kill anothers?
cause if i can use datacenters to ONLY raise faction standings i may have a chance to repair my standings and have access to all regions of space.

Unless you are under the standing off -4.0 (if not mistaken) you can unharmed go and start off with lv1 mission, from there on you will need to advance your standing in order to do higher level missions, additionally every 15 missions or so, you will be assigned to a storyline mission of the running faction you are running the missions for, these will enhance your faction standing more than regular missions.

Doing regular missions will have an effect on your faction standings only if you kill ships/structures belonging to a faction. So a regular mission will only negatively affect faction standings directly (with the usual derived standings modifications). You will gain standings toward the agent and corp you're running the mission for, however.
Data centers have exactly the same effect on your standings that a storyline mission will. You gain a direct standings increase for the faction you're running the storyline for, and derived increases (or decreases) for all other factions. So for your datacenter "missions", you'll gain direct standings for one faction, and derived standings for others. |

Above -2 to be able to accept missions, above -5 to fly through their space without being attacked by the faction navies. |

last i checked Datacenters do not give missions, they only take pirate tags, which i why i was asking if i could use datacenters to raise my standings, and i looked on the datacenter effects page and it showed no negative standing effects. only positive ones to the faction that owns the datacenter
