I mean, what is the point exactly? you spend ages and ages training for a ship, investing time in the game, earning enough money to afford the skills and equipment you need to fit a really good battleship, and then some spanking new character, fresh from the rookie tutorials goes out a faction fits a CNR with VERY basic skills and ends up with a superior ship! does that seem right?
I have been playing since september 2004, and [OLD PLAYER MODE ACTIVATE] back in my day it used to take effort to get somewhere in this game, i spent the best part of a month mining my rear end off just to get the minerals together to build and fly a megathron. It seems that in the current eve climate players are no longer rewarded by the effort they put into the game, but by how much IRL cash they are willing to blow on GTCs. I have to say i prefer the old, rewarding eve, rather than the dumbed down, wishy washy game we seem to have at the moment.
The old eve used to be like spending an hour cooking a nice homemade dinner, right now its like buying a big mac and fries; Much faster, much less rewarding, and with a higher saturated fat content.
SO! i know all of you are DESPARATE to hear of my incredible solution to this situation, because everyone knows players know FAR more than CCP about game design and balancing. :P Well, i won't disappoint you.
Solutions: 1. get rid of RMT. 2. make the use of high level gear, such as faction and officer equipment/ships, be dependant upon having well trained skills (at least the same as, or higher than T2). 3. failing 1 & 2: find another solution.
Please give me a moment to get into my asbestos hazmat suit before bringing the Flame Apocalypse down upon me.

Nothing you suggest will work. In fact it will only make things even worse.
Just deal with it, whihc should be easy, because there's a lot more to succeeding in EvE than having an assload of SP or jillions of bought ISK. Unless having SP and ISK is all you want in which case LOL whatever, let them buy it and see how much good it does them.

You can gank n00bs in over-priced ships and steal their stuff.
You can't gank experience points (unless said-nub is flying T3)
You can't gank actual "getting your hands dirty" experience at all.
That's what makes Eve great. Just round up some friends and go steal his shiny toys bought with his pocket money.

I sympathize with the OP tbh, though I wish they had posted with a main.
When I fist joined EvE, 3 yrs ago, I was fortunate enough to have a mentor who was a veteran of 6 months, who showed me the ropes, gave me skill plans, set up evemon, introduced me to my 1st corp etc.
Back then, I used to wonder at the older players, saw their ships and the modules they fitted to them and aspired to be like them one day, thatĘs what drove me on to keep those skills in training. It took time, but I didnĘt mind, as one day IĘd be able to fly those ships, fitted as those players fitted them.
Now, EvE has become diluted and seems to appeal to the lowest common denominator. We all see the lolmails of 2 month old characters dieing in situations weĘd never put ourselves in fitted in ways we could only dream of as everyday PvPers (not that I am an everyday PvPer these days).
What can we do to fix this? Unfortunately, I suspect the answer is nothing.

I represent all new players in EVE, and I am confirming the claims of the op. We have limitless supply of GTC and thus we ravage around lowsec owning 03 players in our faction fitted CNRs.

I miss the days when we laughed at noobs who fit a full rack of gyrostabs on a Raven using torps. And a bunch of civvie shield boosters in the mids. True story.
Now it's apparently "He had (whatever officer mod) on his (whatever ship). What a dumbass."
I don't really know where I'm going with this, but when are we getting the next honor tank?

lol I used to do that! I nearly killed an apoc 1v1 with my rifter when I was 5 months old using only basic home made T1 gear lol. only reason I dont have the kill mail is I ran out of damn ammo(back then ammo was bigger and rifters only have so much cargo...) as he was going into hull lol. but that all might just be bcause I knew what I was doing because I the player am a veteran, or maybe its just because rifters are just that awesome... your pick

I have to agree, legit RTM through time cards is a joke and does more harm than good to the game. Sorry but the "can't beat em,join em" stance doesn't bode well here. Sure everyone knows you can never stop RMT in any game but at least when it is against the EULA there is risk for the buyer, like negative wallet balance or account banning when they get caught. I always love the arguments put forth too... "oh not everyone has a credit card" or "I can't afford to play with real money"...Seriously, if you don't have a credit card or some form of debit card in 2009 (ask your mom) or that you are too poor to pay for a monthly subscription then being on the internet and playing online games is the least of your worries.
As for faction mods yes I agree they should have T2 requirements. Their current form makes no sense. Greater meta value than T2 but with T1 fitting and skill requirements, wtf lol? Faction gear should be the next step up to push your T2 fitting even further. Having T2 skills should earn you the right to fit these much better items with lower fitting requirements...of course at a much greater cost. You want to fit top end items for your skill level but don't have T2 skills trained yet? ...that is what meta 4 is for, use em.

you want the potential to play for free,you need to have some system simlar to the plex run on eve.
put in the hours and you can run a charchter for no cost other than the "not real money" that is isk.I had an 03 corp mate who had ago at me for selling plex's,only to turn round and ask me for one when his 3 alts game time was going to run out.
I get a pimped out dead spaced fitted faction battleship,I pay for his game time.good deal imo.

A month-old newb might be able to faction fit a CNR, but that doesn't make up for experience or support skills. A well experienced HAC pilot can kite the thing until it loses cap stability and then it's dead. A Curse alone could kill that faction'd CNR in no time.

These threads crop up every so often and always wind up at the same conclusion: GTC for ISK is the least worst alternative. It's not perfect, but at least it has significant benefits, and is inherently self-limiting.

No amount of IRL cash spent on GTC's to trade for isk, nor any number of skillpoints on a bought characters, ships and modules can compensate for the lessons learned through playing the game and investing your time to improve.
The problem solves itself when those ships are lost to errors of judgement.
As regards reward, well the reward comes to those who seek it, knowledge and the applied use of it knowing you did it yourself. Shiny stuff pales in comparison to that.

TBH, I like it being unbalanced. It means I (PvP newbie without many skills and frequent lack of fitting sense) can still grab a Rifter or the like, run out into hostile space, scare the crap outta the locals, and if I'm lucky maybe bag an idiot in a T2 frigate.
Long and short of it: If you are getting pwnt by faction-fit newbs, you either lack SP, fitting skill, intelligence, or numbers. If (AND ONLY IF) you can guaranty all that you've pretty much won already. ___________________________________________
