I was thinking...
You only get VPs for defensive plexing if the system is contested. It's logical to assume this will apply to LPs as well, so, we'll assume you only get LPs for defensive plexing in contested systems.
All systems are held by the Caldari right now. This means Gallente who want stuff from the LP store can plex anywhere they want, while Caldari must compete over plexes in contested systems.
I doubt pvp kills will the major source of LPs, so, provided the LP store has good stuff in it and isn't pre-nerfed into oblivion, I think this could be quite significant, over time.

If your tin-foil selling theory is correct ... I see no problem with throwing a dog a bone when it's down on it's luck.
Gallente are in their predicament because they do not plex, at least not consistently. A change like this would entice more away from the tedious camps and out into the plexes where the smaller (and lag-free) skirmishes can ensue.
It will all depend on the ratio of LP for kills/VP and on what the LP can actually be used for. The whole FW mission system failed miserably partially because the rewards (LP store) was available in every other faction store with much easier LP accumulation.
I shall keep on plexing and killing either way. It is my duty to the Empire, so no change as far as I am concerned.

So let me get this correct. Because gallente have to deal with perma ECM'ing NPCs which are way better against small ships than gallente npcs which are trying to tank it all (AFs), while caldari only need to use their warp stabbed t1 frigs, it is harder for caldari?

Last thing anyone would want is fw getting flooded with cloaked stabbed noobship farmers that are just there for the lp store items, making the whole plexing even more meaningless in the big picture.
Rewarding pvp kills is prolly generally a bad idea as its too open to exploiting imo.

Write a letter to the idiot who thought it was a good idea to have permamant jamming npcs in one factions complexes but not the others.

I agree with this. Especially when there is something to compensate that you need to do more (LP). Right now the plexes where everything is spawned are the easiest ones, since you can then just use your speedtanked ship to grab all agro, move to 100km distance, and let a t1 frig sit on the button. Would be better when the best tank wouldnt be an AF sitting at 100km distance with full agro and not taking serious damage, and you actually had to shoot the NPCs.
Just like basicly everything in FW with NPCs (and probably almost everything npc related in eve) it would be better if they get sleeper AI.
