I would like to get level 4 agents with all 4 races. However, I am noticing that my standings with two of the races are fine, the others are negative.
How can I accomplish this????
Here is my idea. Please tell me if it will work or not.
Get Diplomacy Skill to 5.
Refuse all missions that involve other races.
Rotate missions for all the races until all my standings are positive. For example, my Caldari standings are negative. If I do missions for them, wonÆt that increase my standings with the Caldari???
Another thing I am not sure of- Will Fast Talk help at all??? ArenÆt my total standings my security rating plus my standings in that raceÆs space or something like that?
Also, what is the lowest my standings can be till I am attacked by the cops???
I know I am confusing standings with security rating, little help here too???

It is impossible to get faction standing with all 4 empires high enough at the same time to use lvl 4 agents. The best you can manage is about +4.0 standing with all 4 empires at the same time.
But as long as you have standings above -2.0 with every faction then you can work different corps inside those factions up to use lvl 4 agents. So get your standings above -2.0 then pick 1-2 lvl 4 agents in each empire you like and grind missions for their corps until you can use those lvl 4 agents. Just make sure you turn down missions that have you killing ships of an opposing faction.
-5.0 standing with a faction is the point at which the NPC police will start to shoot at you when you enter their space.

not for faction or agent standings. Fast talk, if they got it working properly, only helps with your security status.

Actually, you can get up to nearly +5.00 base standings theoretically (that's +6.00 effective with Connections V) with all four major empires, but it will take a very long time and a lot of care in avoiding all missions that have you kill enemy faction ships (the likes of "Enemies Abound" for one side and "Midst of Deadspace" for the other).
But you are correct in that you don't really need high FACTION standings to gain access to all L4 agents, you only need faction standings of above -2.00 effective (-5.00 base with Diplomacy V, which is again not only possible, but certain if you AVOID those "kill enemy faction ships" misions)... then all you need is high CORPORATION standings with all corps you plan to have agent access to... or heck, even faster, just pick an AGENT you want, and have somebody else split standings with you, it's faster to gain access to a particular agent that way, faster than getting standings with his entire corp.
You could get access to all agents in the empire, but it will take a good while either way.

And by the way, the best combo (IMO) is to run missions for Amarr and Gallente (whichever's lower at the moment)... the derived standings caps for "friendlies" are at +7.00 and +8.00 base (you will never get above that), and the derived bottom caps for "friends of enemies" are relatively modest.

The issue with Amarr is it will drag you down into the Gurista hole of no escape.

Same with Caldari, unless you run Caldari agents in non-Caldari space.

You don't need to have your faction standing maximized to run lvl 4 missions -- that's just a function of your corp standing with individual corps. I have lvl 4 agents in each faction, but for balancing them I like to do Sisters of EVE (good Gallente with small Caldari drop) and Mordu's Legion (good Caldari with small Gallente drop).
I kept them balanced by avoiding anti-faction missions. Some go a step further by avoiding storyline missions also.
My effective faction standings for the big four are 5.69, 5.16, 3.70 and 3.15, but with individual corps I have Ishukone 9.80 (Caldari), Duvolle 9.38 (Gallente), Boundless Creation 7.37 (Minmatar) and Carthum Conglomerate 6.83 (Amarr), among others.
