Heavy command ships would do to fleet commands what HIC's did to interdictors.
Please don't kill my beloved fleet commands. They currently have a role and fill it nicely.

I'm not sure that the need for command modules is really needed. Having the same resists as a command ship is plenty. Damage out put would be more than a faction BS.
Thing is this class of ship should be able to turn the tide in a battle. So having them as a pawn machine is going to happen. But at a cost of around 2 bil. Why at that cost why can't u have a pawn machine. You could have a faction BS that could very well cost the same as a dread with fittings but not take anywhere near the same amount of damage.
With a T2 BS, u can take the damage on the battle field. Another really useful role would be in wormhole space. You could half the fleet requirement. But at great risk of loosing big time. Which I believe would be fair.
To bridge the gap between the BS and Cap, you will be making a pawn machine. However at this great cost I do believe that the older players with alot of skill and saved isk. Should be able to splash out and get a machine that they don't have to get out of. Something that you can invest in.
I would never fly anything with a single mod that cost twice of what the ship does.
What would be a good idea. If this class of ship allowed for a complete drop of loot. So loss of mods when going pop! It would make for very interesting fights in low sec. A vast amount of noobs jump a pilot and get rich very quick.
I think this would bridge the gap!

The thing is you do nto need to make some powningmachine. With simple role penalties you can make them balanced as I suggested. a Large tracking penalty makes them unusable against small ships and give them an easy counter. Making them unable to use Ewar make them non usable solo.
One thing that is a role needed is a non capital ship that is not immediately wasted by a Double DD. Giving them just large inaccurate firepower and a crap ton of Hit points would give them a role! That without entering the role of any other ship.

From a missile point of view, The tracking reduction wouldn't work. Perhaps a locking reduction would be more useful to balance things out.
