Mate most Alliances ( all that I know anyway) require you to provide your own protection while mining because if you cant protect yourself you cant realy in all honesty help protect the allliance space which is what all want/require.
You mention paying for protection but most alllaince can simple mine them selves, protect them selves and make more money to be honest.
You may want to try just mining/ninja mining in free space like Pure Blind, CFS, Syndicate for awhile to build up you reources ect.
Anyway good look with your search this is just some frinedly advise.

Look in The Syndicate as well. It's neutral space at this time and is an exciting place to live in -----------------------------------------------

Edited by: Andrew Redburn on 30/09/2004 10:54:03 We are based far from Caldari Space in Delve region, but within our space you are free to mine even if not part of any of the local alliances (UFS/CFS Space is free to all defending it, in or outside the alliance)
We are accepting any dedicated corporation willing to work for their alliance (ally mining ops and navy operations) and participate in our government. Our membercorporations work together closely and thus make it easy to defend groups of miners against NPCs or pirates.

Now, while being pretty far, ideologically, from Neon Genesis (having traded blows with him and his friends more times than I care to count), I actually gotta second this.
Not all of Syndicate is free, nor uninhabited.
There are a few alliances in, or around, Syndicate. It's not unusual for me, who lives there, to run into NORAD patrols, FA travellers, or my fellow alliance members from the 3rd Front Alliance - not forgetting our friends, the JQA...or the pirate presence we're daling with here.
Calling all of Syndicate free is a somewhat bold statement, that either holds ignorance, or arrogance. Sorry.

Syndicate always looked pretty free to me when I flew through it.
