I like this idea- sneak into an enemy system, drop a covert ops telemetry probe & it feeds telemetry on enemy ships in system in real time with no scanning. Power lasts for a set period of time then it dies. Number of probes deployable determined by skills.
Has a direct link to a designated fleet commander so he can make tactical decisions based on the information transmitted by the probe or perhaps an entire fleet could see on a little screen tactical data display about what's in the system being snooped on.
The idea is not to make covert player operations redundant but to increase the range of available options to covert operations.
Now for the flame statement:
If the time before power ran out was sensible these probes could be dropped throughout a system and if & this is a big if- they had a remote cyno generation capability....wow.

I was actually thinking about a delta scanner probe, it's sort of the same idea. Basically a cyclic auto-repeating directional scan probe that reports not what is in the system, but instead what has changed since the last scan pulse.
It would be scanning, basically an augmentation for the directional scan, the way that Scanner Probes are an augment for the on-board system scanner.
Power limit would be a certain number of scan pulses, maybe bigger probes would have more scans in them, and you could change the scan rate the same way you change a scanner probe's range. Increased rate would of course reduce the amount of time the probe would last.
It's generally of a greater interest to a tactical commander to know what's changed than the entire situation.
