Bellicose, scythe, burst, breacher. When was the last time anyone saw one of these?
Have to disagree on the scythe fleet issue. Sure, it's agile. But even with max fitting skills you need fitting mods to fill all the high slots, which leaves you without gyrostabs or a tank. And split weapons systems. There isn't anything it can do that a rupture can't do better for far less money.

Alot of strange lists here. There is a difference between being very niche and actually sucking.

No ship just 100% sucks. They all can have SOME use, though maybe not the best at doing it. Osprey generally sucks, but it is a very good starter miner. Ferox sucks, but it is a hybrid gun alternative to a missile drake for caldari players. Eagle may not be as good a sniper as a BS, but it gives you a smaller, faster sniper if that is more important.
And caldari don't 100% suck because they use shields. No, you can't really fit tank and tackle for pvp. But that's solo pvp. What about in gangs? Caldari's main advantage is they have all their low-slots available for damage mods, which at the very least helps off-set any lower damage they have to begin with. And someone else in gang who is armor tank can take care of tackle.

Claw, because a 20km point range rocks Slasher / breacher Stabber (compared to Rupture) Scythe (when compared to, well, everything) Minmatar BS. Yes, they absolutely suck unless you have billions of SP, then they on-par.

More seriously, I've really been trying to figure out a way to make the Hawk and the Vengeance work. They just plain don't. The Enyo, also as noted above, also needs some work.
Oh, and how about that Itty IV?
Edit: And I totally forgot to mention the Celestis. One can make a decent claim that changes in the scram/disruptor relationship has made the 'Zu decent again -- possibly even the Lachesis -- but not the Celestis.

I get what you're saying with the Enyo, but you're also saying that it can be good. I would not call the Keres terrible. It's an amazing tackler.
Anyways:
Augoror. I can see some situations where the cap transfers are useful, but I've never seen one in space and I would be surprised to.
Inquisitor. Like a Kestrel, but worse. Next.
Ashimmu. Two mid-slots don't cut it. What is the terrible Blood Raiders frigate?

I flew a breacher into some level 2 Angel Cartel missions and it was actually quite a hoot and reasonably effective. You just have to get around the feeling of flying a giant TV ariel...

The vengeance can fit a very very mean active tank with tackle and will be cheap with small rigs coming - afaik there isn't another frigate that can do this. Yes, its dps is poor, it is relative slow, and is vulnerable to neuts. A buffer jag can probably do the job better, but the vengeance isn't completely terrible.

i can almost make it into a lol bait ship if it wasn't for the 2 midslots, maybe a scram and a web if you plan on baiting someone who is laughing too hard at your augoror to pay attention.
Lol. I made one just for grins as I like the old Roman helmet look and took it on a Level II mission so I could get some mission 'roids to mine. The NPC's ate it alive before I could take one of them out, so I warped out and finished the mission with a Caracal.
I now occasionally take it to run errands to give folks a thrill at seeing the Amarr equivalent of a Dodo bird.
I think the only reason it even exists is as a base item to manufacture Guardians from.

Minmatar Battleships.
The Tempest has next to no tank and low DPS.
The Maelstrom does more DPS with lasers than with the guns it gets a bonus for.
The Typhoon has a split slot layout that while gimpy you can do some interesting things with the extra slots for RR/Neut action. Except then you realize a Domni is better because it's cheaper and does more DPS with its more durable drones.

It is certainly meant for only one thing, that's for sure. I erroneously thought it might have some use as a Level II PvE cruiser. The cheaper rigs may certainly be its salvation.

Eagles are very good Sniper HAC's second to a zealot of course but they are good, Ferox's are decent and I do see them used quite a bit, they just can't really compare to the powerhouse that is the Drake. --- It's like my mom always said... "I knew I should of drowned that one." |

bellicose - while sometimes tp's are useful, the bonus just don't cut it. Rupture and stabber are way better muninn - expensive rupture. no role for this ship. vaga is better in every way. tempest - has no role. typhoon or maelstrom does everything better.
deimos - expensive kamikaze boat. gallente bc's outperform it.
cruor - web bonus and 2 mid slots ashimmu - web bonus and 3 mid slots. Pg problems with every possible decent fitting worm - lol gila - double lol dramiel - 50% dmg bonus and 5 highslots omg! 2 turret hardpoints... cynabal - outperformed in every way by rupture
