The default value for "unsolicited" communications channel opening is a bit under 3k ISK, but each individual pilot can set it even down to zero (or set it much higher if they so choose, I've seen people with it set to 1 mil).
It's there to prevent "spam", at least theoretically, but practically, it's more of an annoyance, and doesn't really prevent much spam at all. I have mine set to zero, and I'm still not inundated with spam.
Fees are NOT collected by the other party, the ISK is simply destroyed.
As soon as that person has added you as a contact, you no longer pay any such fees.

Its there to prevent spam in npc corps (especially starter npc corps) and it worked. That was the design intent of CSPA charges and it was effective. Still is. |

Open EVE Mail in the Neocom, click the Options icon (upper left corner of window that looks like stacked horizontal lines) and click Settings (it's the only option in the menu you get from clicking that icon).
First section of that Settings window has this:
Incoming Communications (x) Require CSPA Charge from unknown characters ( ) Block unknown characters
CSPA Charge (box to enter ISK value here)
If you choose to block unknown characters, you won't have a CSPA charge, if someone is not on your contacts list, they won't be able to contact you.

There you go, the communication setting screen, CSPA charge amount is just one of the many options there.

Would be cool if you could set so the CSPA charge went to yourself so famous people could make some iskies. Like my comment and recieve 1 million isk ingame! |

That's because the CSPA charge for sending a corp mail in an NPC corp is 2 billion ISK.
Of course even that isn't enough to stop some people. There was that one guy who accidentally sent a corp mail on his alt who was in an NPC corp.
The forum was laughing for WEEKS. |

Used to be zero cost Taedrin, hence why CSPA charges arrived - the spam was a lot worse than RL with no tools other than "block" to combat it. |
