Right now all random encounters are benign rats in asteroid belts. Welcome to ratting - or as I call it sec-grinding.
What about just mixing it up - local feds (from 0.1 to 1.0) and/or CONCORD (from 0.4 to 1.0) - in proportion to the sec rating. For example, I warp into an asteroid belt in 1.0 and start mining. Some rats show up - shields up. A few minutes later, by random-chance, a CONCORD frigate flies in and cleans house. In 1.0 sec, the odds are pretty good CONCORD will show up eventually, so rats can be made a bit tougher, making fighting them a bit more of a risk (perhaps up them by about 0.2 sec's - so 1.0 would now have rats comparable to 0.8).
Conversely, I'm orbiting a planet after ganking some noob and lol'ing as he's e****ing on local in 0.4 sec when a random Gallente Federation Battlecruiser shows up... do I run (if I'm seriously outmatched - assuming I can get away fast enough), or try taking it on and get to brag about it to my friends?

I've actually wondered what it would be like if there were more "Npc traffic". Faction navies, maybe civilian ships roaming...
As far as your idea, I like it...except, lore-wise, CONCORD only exists to police pod pilots. They don't give two ****s about NPC rats

No CONCORD, but it would be nice if there were other encounters other than pirates.
Agents are forever complaining that they don't have enough materials for wartime preperaiton---how about belt encounters of an empire owned miner escorted by a couple of military ships.
Low sec does not mean No-Sec. There should be military patrols (not necessarily CONCORD), Convoys, Enemy Empire incursions, Distress Calls, and all manner of things popping around in the populated areas of space--not all of it should be unfriendly to everybody.

I had a post a while back about how weird it is that NPC pirates infest high-sec, low-sec, and 0.0, and how you can make a living killing them in 0.0 and still dock at their stations. Can't remember exactly what I proposed but I think it was something like this:
1. NPC pirates infest the belts in all regions of space but their home regions. 2. Faction navies patrol the belts in NPC pirate space (i.e. Republic Fleet in Angel space, Fed Navy in Serpentis space). NPC pirates pay bounties on them.
This would make a little more sense, lore-wise, and have a few repercussions on gameplay. First, the considerable advantage of being able to dock in NPC stations in NPC 0.0 is balanced by the fact that your ratting will cause a major standings loss in faction space. Second, people who run missions for pirate factions will be able to go ratting sometimes. (Currently for them, to go ratting in the region where they run missions would screw up the standings they're working so hard to earn.) Third, it would create a new source of navy faction items in the form of occasional commander spawns. Some items will never be purchase from an LP store because they're too expensive; this creates another way to put them into the game.

it would be awesome to see a fight between the guristas and the caldari navy. especially in 0.0

Obviously the specific numbers/variables should be determined by CCP, but I think this is a great idea.

I'll be honest with you. I have absolutely zero idea about what gall space is like because I have never really been there except for flying through on a FW run. And all of those people that think it's bad to have low standings with Gall/Minny..... Cal have Jita and Amarr has .. Amarr... what trading hub do you need to go to in minny or gal space??? NONE. LONG LIVE THE STATE WAR!!!! SCHALAC HAS SPOKEN |

more seriously though while I would see this effecting standing of the navies your killing I don't exactly see it upping your standing with the oposing faction.... at least not with the current standing system which needs a good overhaul imo. ------------------------------

It'd be cool if concord did do roams or such... but being a pirate I'd want them on a fixed time table so I can plan my attacks accordngly. Yarrr. :P

I forgot to agree with this post,
I agree with this post, it would make the world look a lot more alive... patrols, mining fleets, traders, civilians
and the traders acctually jumping systems and such...
And this would add nicely up with someone suggesting random distress signals, with npc encounters spawining npc factions fighting, and you can join the fun or just watch and salvage after...
Cause salvage belongs to everyone! (MadMaulkin is a carebear who don't care!)

Gonna say that I like the OP's idea, and also gonna toss out there that right now rats don't spawn in 1.0 or 0.9 space.
