Players with a low sec status (but not low enough to be killable) also have a skull on them (but no red background), and you cannot kill these people. If you set somebody a personal standing of less than -5.0, they will also have a red background on your overview, only with a small "minus" sign in the corner rather than a skull. You cannot shoot at those people either. In order to be able to shoot at someone in hi-sec without consequence, they must have both a red background AND a skull.

In the "backgrounds" tab, you have the option to make this type or that type of ship show up on the overview (i.e., you can make fleet members not show up, or have nobody but killable targets show up, etc). Mouse-hovering over the various background examples gives you a nice tooltip that says whether or not that type of ship is "aggressable".
