I'm quite annoyed by this one.
So I set off on my first level 2 mission, full of p**s and vinegar, and start laying down the law in my Caracal. Then 4 separate frigates start jamming me and there's nothing I can do about it, between them they kept me in perma-lock.
In any other game I'd say that was a bug, but this is Eve, and what I love about Eve is that you can customize your ship to suit any eventuality. So I run back to the station, fit my ship full of ECCM (passive AND active), and set off again with even more p**s and vinegar... where I got perma-locked again.
A quick forum search informs me that ECCM doesn't work against rats, and this is a conscious decision by CCP.
Fine. I can deal with that. Back to the station again, whack some FoFs in and back I go... activate the heavies, devastation! Explosions everywhere, my caracal zipping around, dodging fire... boom boom boom! Haha! ...but the frigates are untouched. The FoFs, not being the brightest missiles in the loading bay, were merrily blowing up useless merchant structures.
So I had to go back to the station. And decline the mission. And the level 2 agent I'd worked hard to get is now shunning me. "Not so hard, was it?" he says to me.
Well, it %*&*ing was mate. Back to level 1 rats for me.
I really think ECCM should work on rats...

Hi Kage,
Another option you can consider are FoF missiles on a Caracal which will automatically agress on any ship which locks on you. These missiles ignore jamming and will continue to fire until enemies in range are destroyed.
You should be careful though as someone else may enter your mission, lock you up and then your FoF's may agress that player resulting in Concord action if in High Sec space but this would not be common.

Why shouldn't ECCM work on a rat's jamming? What reasoning is there that ECCM is only for PvP, and not for PvE?

A simple lock won't make your FOFs attack a neutral player.

you remember the name of that mission right? there's a nice little buttom when you talk to the agent it's called decline. problem solved

If ccp gets rid of jamming gurista, then they will have to get ride of trackign disupting sansha, nossing bloods, target painting angels and last but not least sensor dampening serpentis.
Just deal with it and move on!

Just sit tight and ride it out. Most NPCs only go through one jamming binge every couple of minutes, so unless you have a god-awful tank you should be able to suck it up and wait until you can lock again. Also, the Caracal does have a drone bay - not much, but better than nothing - so use it.
FOFs suck, NPCs cheat so ECCM is useless, all you can do is either man up and wait until you can get a lock again, or ragequit the mission like you did and get a standings hit.

Would it hurt to allow ECCM to work against rats? Why does CCP introduce something that protects against jamming, then not let us use it? Isn't the whole point to let us players actually think up of ways to defend against things? We do that, then you don't let us do it.

FYI CCP doesn't listen to noob complaints about ecm/eccm and rats. been like that for a long time. I've also been there done that. My first lvl 3 sent me and my drake to low sec. to run guristas blockade. Not knowing anything I aggroed full room. Getting jammed over and over again and still with tactics of range and warping from one wreck on grid to another was able to complete the mission. Probably one of the best times I had doing any mission including lvl 5's.

Just wait till you do "The Assault" lvl 4, then you can really be anoyed by ECM rats. It's fun to be ECM jammed and warp scramed, and webbed, oh and the rats shooting your drones too.
World's collide can be as bad.
Nothing like an unsolvable puzzle to **** ya off

Because it is the simplest way to program it:
"rat X has 20% chance every 30 seconds to attempt jamming and it has a 30% chance of jamming the target (regardless of its sensor strength) for T seconds"
if done as PvP it would require:
"rat X has 20% chance every 30 seconds to attempt jamming, its jamming strength is 6, check target sensor strength, calculate chance of jamming, roll the dices to see if the target is jammed for T seconds"
So making ECCM and sensor strength work like in PvP would require: - a set jamming strength for each NPC with jamming capability; - a check to see what is the sensor strength of the target ship; - determination of the chance of success; - and 2 dice rolls at the start and end of the process to see if the NPC try to jam and if the jamming is successful.
The current system only require 2 dice rolls.
Less stress to the server, less development work to change the NPC.
It is the same reason why we still have NPC with 80 km torpedoes, NPC with tracking disruptor that affect tracking and range at full strenght and so on.

I have done my share of Guristas L1/2/3/4s as well. My advice to op is:
- Aggro and spawn management - Kill the jammers first - Use drones - Move your ass to space where agents rarely offer Guristas missions (Amarr space..) - Chill the **** out and don't let npc entities in a friggin game annoy you!
