Hello everyone,
it seems to be a bug but I want to get sure. Currently I have 448 BPOs locked down in our Corp Hangar but I cant lock down more.
I try for over a week now, everytime the same. "start lock down vote", "vote for yes", "wait 24+ hours", nothing happens. BPOs remain unlocked.
Did I miss anything?

I have the same problem with one BPO, and I have far less than 448 in the hanger. I've tried about 5 times so far and the BPO still remains unlocked.

BPO locking has always been bugged. Petition it.

Last time this happened to me the petition response was to move it to my personal hangar, then back to the corp hangar, then try again, seemed to work.

Seen this a number of times myself. It's a bug, but there is a way around it that has always worked for me. (Bear with me as I'm doing this from memory and it's been over a month since the last time.)
Open the Corp Admin Screen. On the politics tab, click Create New Vote. Vote type will be BPO Lockdown (or similar). Walk through the steps and set the duration for 24 hours and fill in the rest of the fields. Once the vote is created, go vote Yes.
The bug appears to only happen when you right-click->Lockdown. I've never had a problem doing it this way.

Have the person with the most shares create the lockdown vote and then vote himself.

It's a known issue.
Petitions however still result in 3 weeks of re-explaining all the info in your original petition. They'll tell you how to vote!! I'm sure anyone who has locked/unlocked 500+ bpos knows how to vote. :-)
A solution is to put the job in for 1 point of PE research then cancel the job and re-initiate the vote.
They tell you this after about 4 weeks of petitions.
