hell no. at least get an abaddon, in pve damage bonuses are good! a navy geddon with sentry drones would be an acceptable answer once they are out.
tengu is near the bottom of the list
it also depends on where you are mission running. in caldari space I would take a domi or raven*, but in amarr space you would want an abaddon, nightmare/paladin, or raven*
*preferably a faction or tech 2 variant of the raven.
as for managing with odd glances an ishtar would be rather fantastic, but isn't the fastest option. it is however reliable.

The Dominix doesn't fit.... It is a good afk ship, but sux bigtime in DPS...

Mission done as fast as possible = cruise+rigor CNR Most profitable = Golem (but since you already salvage/loot on second account it's not necessary).

Pure speed in doing missions, IMO it is tough to beat a Marauder. Why is simple you can do your more important looting and salvaging while running the mission. I salvage the majority of the "good" ships while doing the mission. Range bonus of TBs is a huge bonus for looting and salvaging. I have multiple accounts and a character with salvaging 5 and rigs on a destroyer.
If you want a very reliable ship that you can afk missions in try a passive nighthawk with t2 heavys and FoF missiles. You really only have to check it every few minutes to restart the launchers, it is slow but you can loot salvage at the same time with a second account. I would recommend not using fof on BS or if there are a lot ninja salvage/looters in the area.
The old tried and true Raven or CNR will do missions very well for you without the time in skills either of the other 2 options require. But really there is a reason why people use high end ships with faction/deadspace/officer gear. They work better and the less time you spend in a mission, with a reduced risk of being destroyed the better.

nothing beats the NM with its bonus' for tracking and damage runs through missions the fastest with great shield tank for sustainability. reasons. 1) em/thermal damage missions will give you the best rewards, loot/salvage etc.. 2) you don't have to spend millions and millions on ammo. 3) it just looks much kooler than anything else around.

Depends on who sets it up. The Domi is a flexible beast - you can set it as an afk mission ship, or pump up its dps to much more than a raven - user choice.
Blanket statement to say it sux just means you haven't considered how could run it better. I dropped into eft and in 2 min had the domi fully trained doing 1398 dps which isn't too shabby. I couldn't match that with a faction raven, let alone a plain raven runing cruise missiles and the domi is more comparabe to the plain raven.
If you dont mind pulling back the tank ability of the domi to similar to the raven, then the domi dps can be very good. The 1398 dps was using T2 blasters/rigged sentry drones. Since the range not good enough, better with 350mm rails which drops dps back to 1067 with T2 - spike ammo has long range of 97km + falloff dropping dps to 840dps so not bad range either and still more than a cruise missile raven. Drawback of kin/therm damage type but its not too bad. Cruise missiles have advantage of can select 1 damage type, but are slow firing and can be shot down. If many defender missiles about then a domi will do much more dps than a cruise missile raven. If go for torp faction raven, then lower range but the hitting dps goes up to 1400+ much better than cruise missiles.

What is the best pure t1: IMO there is no single T1 ship above all. Amarr Bs in general are good in amarr space, dominix is always good, raven is always good. Train the race you like and just get the right ship for the race (unless you chose minmatar, if so crosstrain for domi or raven OR go marauder)
"navy": faction apoc is good in amarr space but just amarr space (Again); CNR is the best way to go here. Navy domi will probably be insanely good when it is released.
TBH I would suggest investing in a marauder or nightmare (amarr space blah blah) if you want to mission a lot for a prolonged period of time: even if pimping the ship out is not a good investment often, getting the hull itself most definitely is.
On a side note, if you're going to grow a toon specifically for missions, might even just be a better idea to buy one already premade: saves you the time AND they'll have standings already -- the time you'll be running level 4's instead of standings grinding, the faster completions while you would have been skilling up, etc., are worth hundreds of millions if not billions of isk, ESPECIALLY if you're not going Caldari.
On that note in the sidenote, if you're building a character SPECIFICALLY to do missions, you get the most bang for your SP from caldari.

I think a lot of people in this thread miss the point of what he is asking.
The answer depends on how u define best however.
Best entry lvl AFK lvl 4 mission running battleship, domi, don't expect it to be very fast, until u get a lot of points in drones.
Best for entry lvl isk/hour lvl 4 mission farming, depends on the rats a bit, running with Caldari agents, the cruise Raven (torp Raven requires very high skills and target painters), if u are doing mainly Bloodraiders and Sansha's however, the Armageddon (big drone bay, 8 low slots so heaps of room for heat sinks and it's cheap).
To many people fail fit Abbadons for solo mission running, really, CCP never intended for that ship to be cap stable. Golem is currently the best overall mission running ship in the game, with Nightmare being better on Bloodraider and Sansha's missions, but they really needs a lot of SP to use them properly. From what I've seen T3 isn't worth talking about for just mission running use. Command ships are a good option to aim for if u want to use your ship for things outside of mission running too.
On a side note, the fasted ship for Blitzing lvl 4s is probably the Cruise CNR, that's why a lot of isk farmers use them.

Lots of ISK farmers use them because they can quickly train up or buy cheap alts to run L4s... not because they have the fastest completion times.
If you want the fastest completion times for all missions, you will have to train multiple races and have multiple different ships setup. There is no single ship which is the fastest for every mission, if you aren't switching setups between missions (and I'm not talking just changing out hardeners), you are doing it wrong.

Like I said, (torp) Golems and Nightmares have the highest isk/values achievable for high sec lvl 4 missions, a large factor in this is that they are short ranged in there weapons, with everything within 40 - 50km salvage and loot is fast. Cruise Ravens on the other hand, while don't have the dps of these ships, don't need to wait to start shooting, and u can get their dps up pretty high with faction launchers (torps require the use of T2 launchers, to have the 50km range needed for a lot of missions). If u aren't worried about loot and salvage, a cruise CNR is unbeatable at the moment, unless u have a dam lot of points in the ship u are flying and using an extremely expensive ship.
I'ed like to see someone else come up with an example of a ship that can do 800dps at both 150km and 20km without refitting with full bonuses on any damage type.
I'm not saying cruise navy ravens have higher dps, it's just that they don't need to wait to start shooting, whereas higher dps ships do.

Going to have to agree with the first reply. The most all around effective weapon system in the game for PVE is missiles. The best T1 missile platform is the CNR. You want easy and effective you fly a CNR. Defender missile rats are the only thing that slow a CNR down.

My two pence worth. I've been soloing mainly caldari missions for 5 years and i built up from a bog standard raven t1 named fitted to a CNR with CN fittings and ammo when i need an extra boost. You can fit this with t2, named t1 and or CN modules but the boat is hungry on CPU. So if fitting is a problem, u need to ditch as many t2 mods as possible in favour of the less hungry cpu CN varients. Not forgetting t2 rigs ( shield/missile damge or a combination of both) and implants, they make a difference too. I have used a golem and I have to say that in the advent of the rig market getting a leg up and the fact I despise mission thieves who salvage your hard earned wrecks from under your nose, then the golem is king for on the fly salvaging as you rip up the rats. ( the 40km range on the tractor beam and double speed comes into its own in this role). Having said that, if you just wanna warp in kill, scan cans and selectively loot without salvaging, then the cnr is in my opinion quicker at taking rats down than a golem. This is based on 7 launchers on a CNR to a 4 launcher golem ( yes double damage I know for the golem.... but: ) If defender missiles are used against a cnr, then you will lose 1 in 7 of your launchers potential damage as opposed to 1/4 of your damage whilst in a golem. However I have also heard of guys having awesome success warping in to a mission room with a domi, letting drones go to do all the killing without any intervention and using all of their high slots to tractor and salvage on the fly. I have also heard of friends having great success using an Ishtar but have very sketchy details on it.
Hope this helps.
