Quick locking, Perfect tracking, Instant killbutton for multiple subcaps, Instant wrecking shots for caps, 60 second cycle time, and not enough time to move out of the way
And this will balance titans?

Yup, cause anything can tackle them. They can't kill 200 man fleets in 5 sec and they have to be on the battlefield if you want them to be any use...

I'm sure it would need to be tested and tweaked but something along the same lines.

All possible changes to titans are irrelevant.
All major alliances in the game can summon hundred dreads without batting an eyelid. The only defence against this was to get a titan in deploy its DD and get it off the field asap. Without making exceptional changes to a titans tanking ability, making it as hard as a large tower say, it would be suicide to take it into any fight, making it a 80 bill pile of junk.
CCP should just compensate the pilots and remove the ship from the game.

that ship should be allowed to siege and actually have a function for the guns that can't hit **** to begin with.
