I mean, implants and other artificial factors notwithstanding, at what point and how do attributes change? I assume they go up on their own at some point, for some reason, correct? What's the deal with that? --- Fergus McRae

they effect your training time on your skills.. you can see under info what attributes effect whant skills.

no, they don't go up by themselves. only training learning skills specifically will make them go up. (along with implants etc)

There is no automatic increase in attributes like in other games, in EVE the only way to raise your attributes is to train the various learning skills. However since the attributes only effect how long skills take to train, and have no effect whatsoever on how well you actually use those skills, it is not really neccessary that they raise like with characters in other games. --------------------------------------------

Eve is unique. However, the closest analogy for what you are looking for is "skill points" or SP. You should always have a skill training and your skill points will increase every minute - by 7.5 to nearly 50 points every minute. There are no classes and races are irrelevant after EVE 1.5. One of the things about EVE is choices and focus matter - so a new player with 1,600,000 SP optimized for PVP combat could do much better at that than a 20,000,000 SP with most everything concentrated in mining.
So if you have a few words to describe a pilot (e.g. in the subject for a WTB/WTS or corporate recruitment), you tend to say SP and then where they are concentrated - e.g. "WTB 10million SP Miner" or "30 million SP industrialist looking for corp". Like all summaries it loses all the nuance as not all 10,000,000 SP are equal.
( A cynical way to look at it is your epeen is measured in SP. )
Another EVE difference is that the SP accumulates even if you do not log on. There was a thread in the skills section of someone deciding which long training skill to start up before beginning a year deployment to Afghanistan. Your SP is not affected whether you do unpleasant grinds 23/7 or never log in.

The only moment when your BASE attributes change is when you do a neural remap. The sum of your base attributes is always 39 (nowadays you start with 8 in each, except charisma which is at 7), and you can't have less than 5 nor more than 15 in any one of them after a remap (but other than that you can shift them around as much as you like).
Other than a remap, attributes NEVER "naturally" change, and they never "naturally increase". The only way to "increase attributes" is learning skills and implants.

Just to emphasize that this is only for the BASE value. With maxed learning skills and a +5 implant you can get one or two to 33. 15 base + 5 basic learning + 5 advanced learning + 5 implant, plus 10% from Learning.

except it is so much like every other mmo out there, most people are just too full of themselves (or full of ccp fanboyism)

Actually EVE is fundamentally different in every way, for good or bad. Its fact not 'fanboyism' and it may not appeal to everyone so why that fact seems to be an issue with some I do not know.
Anyway to the Op, its best to think of the skills as attributes. But in EVE you have hundreds, not 6 or 8. So you define your own character, there is no class system where the game allocates for you. You decide by deciding what skills to train. Attributes just define the speed at which you learn skills. Its why there is no levelling as such, just skill collecting and its why you can be effective from day one, totally opposite to most other MMORPG's which require several weeks or months of level grinding to be effective.
