Do they apply only to the enemy armor(so it's still best to use EM against shields), or to the entire spectrum of their HP(meaning that the shield/armor/hull division is purely cosmetic)? |

NPC ships can have different resistances for armor and shield just like player ships. There is old database at http://eve.grismar.net/rats/index.php but I don't know if that is still accurate. According to it some NPC ships seems to have same armor/shield resistances and some don't.

Generally, it works in "similar" fashion to player ships ... though generally the resists are tailored to be weaker against the local racial weapons platforms.
This page shows the "best" damage types to use against a particular rat "meta" type (since there are sometimes variations, such as "Pith", "Dire", and "Dread" for the Guristas). |

Indeed, common rats(checked Serpentis Initiate, Scout, Spy, Agent) seem to have fixed resistances all around, while the rest(mission-specific?) has a more typical distribution. Thanks. |

I don't know where you guys are missioning. But from what I've seen all NPC in missions and belts except The Mercenaries have equal resists on shield and armor. Generally they have no resists in hull.
Just some of them have the ability to repair shields or armor, but never both. There is a fine line between a post and a signature. |

Really? My damage per volley typically goes up or down fairly significantly when I cross from shields to armor. Admittedly it depends a lot on what damage type you're shooting, with Therm for instance the default resists for shield and armor tend to be fairly similar. The big jumps you're going to see are probably for Explosive and EM, which are much higher by default for shields than armor for Expl and the opposite for EM.
I guess if you're firing Kin/thermal the difference may be subtler/smaller. |
