Well, I've just managed to pull the Level 5 Mission "The Rogue Spy" in a high-sec system. Nice idea, but... its a 3-parter.
Am I likely to get sent into lowsec for the 2nd and 3rd parts? Or does it put all 3 in the same system?

Each time i've done it, each step has been in a different nearby system, sometimes hi-sec, sometimes low-sec. (ie - first two in different hi sec, then a low sec, or all 3 in high etc) Seems totally random to me.

I've done this mission dozens of times and have never finished the complete chain, I have had part 2 severals in high sec, a few times in a different region and once 13 jumps away in high sec. So you can count on not completing the full chain either, unless you are extremely lucky, in which case you should go out and buy a lottery ticket when you draw the 3rd part.

You probably won't get them all in high sec, but you can always reject the second mission and end that line. Alternatively, you could run them in low sec. I wouldn't advise that in a high traffic area but in the quieter parts of low sec it isn't a problem. -----------------------------------------------------

Just like a few L4's ask you to travel > 1 jump, somtimes 5-10, L5's do as well, but they normally ask you to jump a few jumps for every mission, so it's possible to have the actual deadspace end up in a highsec system.

This.
Just scout lcoal 1st and be wary, if possible have an alt cloaked to keep an eye on gates, there have been times I've completed a string of 3-4 l5's with a group w/o seeing one other in local besides our gang.
