Actually not all 0.0 allicnces are hardcore PvPers or only accepting such. It rather comes down to different issues. First, an industrial only corps in a nullsec alliance just doesn't work. A good alliance has maybe ten to fifteen corps and those should be 100+ members. Most industrial corps are smaller. Too many corps make decision processes slower or sluggish, so one of the slots won't be used for an industrial corp because you can't be sure that they won't run away after some hulks/orcas have been lost, because the PvPers didn't provide "enough or not good enough protection".
Next is a common no-pvp attitude. Even an industrial player should watch intel-channels and local, should post hostiles and scout for industrial ops. That is a kind of PvP too.
The other way around most PvPers will ask themselves about what will this corp contribute to the goals of the alliance. Producing stuff? Logistics? ISK? In a 0.0 corp, the industrial players can easily work in any kind of (ship/module) replacement programmes, help others providing good and affordable (jita - 20%) T2 stuff and so on. Nobody will question what you do because he just has to look into the corp-contracts to see what the industrial players actually do.
We made very good experiences with merging smaller (industrial) corps into our corp structure but most players would rather pass up 0.0 than leave their highsec 15 man mining corp. You cannot survive in 0.0 with your old structure, EvE is about choices and adaption to your surroundings. What has been working in highsec for a year doesn't has to be the best way of doing things in 0.0
