I know that the storyline agent you get is the one closest to the agent you turned your 16th mission into, but I was wondering if region plays into this. Will you ever get a storyline agent that's in a different region or will the game always stick with the same region, even if there's a closer storyline agent in a nearby region (kinda how like if you mission for a hi-sec agent, you'll get a hi-sec storyline agent, even if there's a lo-sec one closer).

EDIT: Also, are storyline agents assigned to only "Basic Agents"? Or can they also be assigned to special agents such as COSMOS and Epic agents?

It's been my experience that you get the nearest agent not where you turn in the mission, but where you are when the mission is accepted by the system. So, if for example, you turn in your mission and then go scooting off 5 jumps, you may get the agent closest to where you are at that point. It can take up to five minutes in my experience , from the time you turn it in to when the dbase accepts it. Hope that's not confusing you.
In that case you can certainly end up with an agent in another region. Or low sec as well probably.
If you really want a specific agent the best thing is to count your missions and make sure the 16th ends in the station where he is. And sit there until you get the mail from him.
Alternatively, as there are often agent only one system apart and you get a storyline from the one you don't want (SOE is bad for this), just delay the mission and you will get all the next storylines from the one you want until it expires.

To paraphrase Black Leather: you get the storyline agent who is closest when your mission completion registers with the system. If the nearest agent has already offered you a mission but you have not accepted it yet, the next furthest storyline agent will offer you a mission, and so forth. So if you keep getting missions from a storyline agent you don't want (eg: Surveillance instead of Production), just keep doing missions and don't accept or decline the storylines you are offered. Eventually the agent you do want missions from will give you a mission.

Thanks, I didn't know it was when the mission registered with the database. That would explain why it takes time to get the EVEmail after the 16th mission. =)
However, that doesn't really have anything to do with the question at hand: Dismissing any variables (traveling around after your 16th mission), are you assigned Storyline Agents within the same region, even if there's a closer one to you in a different region?

You are always assigned the closest storyline agent to the agent who gave you the sixteenth mission, regardless of where that mission was completed, and yes, this can be in a different region.
The only exception is if the nearest storyline agent is in lowsec and your original mission agent is in highsec. In this case you will be assigned the closest highsec storyline agent
