People don't like scammers. I get that. But I've never heard of an account being banned for ISK scamming as long as the perpetrator followed all of the rules and game policies.
I've never done this whole scamming thing before, so I thought that I would try my shot at it. I found an opportunity as to where I could create a new character impersonating a player's name, and possibly get accidentally handed a very respectable ammount of ISK. Before I did this, I went on this site and checked the Game Policies page to ensure that what I planned on doing was within the rules. I found this: http://www.eveonline.com/pnp/namepolicy.asp . Where It clearly states that
"Character names may not: ◦Impersonate or parody any employee or representative of EVE Online, CCP, Customer Support personnel or volunteers. ◦Impersonate or parody an NPC type from the EVE game world (i.e. CONCORD or other official NPC corporation or organization members) for the purpose of misleading other players. ◦Reflect, glorify or emulate any real-world group or organization, terrorist society, criminal elements, discriminating organizations or their leaders and figureheads. This includes the use of names of real-world military, political or religious groups."
I read nowhere in the game policies where it said that I could not impersonate an in-game player. So I proceeded. My plan worked perfectly, and a player accidently gave ME 1 billion isk instead of its rightful owner. Less than an hour later, my account was banned. Was it mean? Yes. Was it cruel? Yes. Was it stealing? Yes. But this crap happens every day in EVE, mean **** happens, people dont get banned for it. Had the money giver simply double checked the recipeint of the ISK (me), simply by double clicking my name would he have seen that this was a one day old character, not the person he thought it was. Now my account, and my new billion is banned. I also found this on one of the policy pages. - http://www.eveonline.com/pnp/banning.asp
"Severe offenses may result in an immediate ban without warning; however, warnings may be given for first time offenses, followed by account suspensions of varying degree and ultimately a permanent ban if a player:
òa. Presents himself as a CCP employee, game master or other customer service representative, or a member of the EVE volunteer program."
This WAS a first time offense, and I DID NOT present myself as anyone remotely related to CCP, and I was NOT given a warning before they banned my account.
Well, thats my story. I sent in a petition argueing the ban, which was a little longer and very more detailed than this post.... to which they have not replied yet. but I'm posting here to see the public's opinion. Like I said before, people dont like scammers, or theives. I know this, so dont give me morals. Give me game mechanics and rules.
Am I crazy for thinking I shouldn't have gotten banned? Does this qualify as a "severe offense", as to not even get a warning? Do you think I broke the written rules laid out by CCP? Was the donor of ISK an idiot?

when you buy a character form someone else you are not allowed to pass it off as your own (see rules in character bazaar), so I guess making a character with the same name would sort of violate the reasoning behind that but w/e.

It is possible that the victim reported you for ISKseller and represented some fake evidence and that wallet
Blah blah blah, I don't care what you do with your account/life/alt, as long I don't negatively get involved.
Say, can I have 50mil?

Also there is a section in the EULA about impersonation, I'm not going to look it up, because I don't care. You can if you want.

No player may use the character name of another player to impersonate or falsely represent his or her identity. Well, since the OP stated he was impersonating someone, your story is cool, but not relevant. Go ahead and try it though. Let us know how it goes.

Guess that settles it for the OP. Even though he only used 'identity theft' to steal some isk, rather than real life information or other scary stuff. In that sense, it isn't so very different from contract or marketplace scams where you have to be careful in checking how many friggin zero's are after which dots.
Still, people could use this to slander other players real easily; start a trial, pick a name which resembles the person you want to grief as much as possible and start spewing crap in local channels. To top it of start a corp with a very similar name of your target's corp. It is what a guy did to me in another game once and it got him banned.

What you did, no matter what way you cut it. was Meta Gaming and that's too much of a grey area just to have a yes no rule on it. It wasn't like a contract scam, or recruiting scam and I get what your saying about the other person being stupid enough to send the Isk but it's still ****ish of you...

OP passed themselves off as someone else using a very similar name to get a bil isk, got the ban stick. If he just named himself a similar name to another player who he new had isk coming it is probably rather harsh. If he actually actively impersonated someone (i.e. through convo/evemail or creating a want to buy contract etc) he got what was coming to him.
