Nice initiative on increasing the capability of a single member to create income in 0.0 but one problem, all upgrades are financed by corporations/alliance and you severely reduced their incomes and increased expanses, thus ability to put/finance upgrades solely depends on income they might have been created in the past (ofc under condition they havent spend/wasted it already on current infrastructure).
I still have a strong feeling you didnt analize current state of affairs as you should have, and you didnt think it trough. But as usual, lets wait for specific explanations and ofc the prices of things to come.

removing some of the existing benefits actually hurt industry in 0.0 more then possible upgrade bonuses will give. So as I mentioned, analysis of current state is not done properly, but again lets wait and see (then we can burn them on the stake as there is a 90% chance they will fail horribly, as usual)

why the hell are you still playing this game if they fail 90% of the time?
first, because I play it with my RL friends. We started playing it together and as long as they play I will also because its something we do together (even tho some of them are red to me in game, but that makes the joy of a late night beer even better). I do hope that this is not a strange concept to you Eddie
second, CCP does manage to correct them self's over time, and despite the inability to look at the big picture (that usually is the reason they fail at some aspects), basic idea that drives this game and story behind it is still there and it is worth the torture

So to reduce the "gold" value you are increasing the amount of lower level moon mineral requirements in t2 production (by raising amounts of components) you are actually increasing the amount of reaction chains needed to support that. And again we are back on the same story, what happened to promised decrease of fuel bills due to lower number of towers? Are you saying we will be able to do reactions in station?
pure sov holding towers will just be replaced by reaction towers along with regular towers needed to sustain other infrastructure. So fuel bill might be slightly reduced but on top of that you are still planing to add gate fee's that dont give any advantage to ppl paying them. Reduced profit margin with high risk and eventual benefits form "upgrades" in "near" future. Why make further investment for marginal profit increase in newly created high-risk environment?
As I already mentioned in a previous post, its the corporations/alliances that decide to invest their ISK in upgrades and that decision is made on a possible: - profit - security (in making profit for both members and organizations) and all that is from pure need of sustaining them (reimbursement projects for example), they are not based on the possibility of few members getting better ore/spawns as the taxation mechanics in game is almost none existent. Tax that corporation have now sometimes barely covers office rentals (in cases of invasion).
As for billions already invested in outposts and outpost upgrades, they are to be some perquisites for new system upgrades as I understood, those where also partially vain investments since the value of outpost upgrades will be reduced drastically?

tbh, after reading again all the stuff said by devs so far I dont see the point in even trying to hold sov. You can apparently hold a station without having sov, so that takes care of production (not that you need one in 0.0 for that), as for mining it can be done with or without sov, moon mining does not require sov, reaction too. Sov has no real effect on pew pew, and if you do chose to take it you need to pay rent and maintainance. So ...
whats the point of taking sov again?
Some insignificant possible bonuses and pointless investments in something you can lose in 48h if the opponent has big enough blob? Risking your hard earned assets getting stuck in hostile stations under your sov? Do you know what you want to do at all? It seems to me you dont.
