Depends on how much sov actually changes by in practice.
Sov 4 is being removed, which means there is no longer invulnerable super cap production at least, which in theory should make it more difficult

I took the removal of sov levels as them just making sov on or off, so if you have sov then you can use all the toys.
I'm more than likely wrong though.

One of the infrastructure upgrades will allow supercapital construction.
As stated though, the days of invulnerable POSs are over. _____________________________________________

Wasn't there a dev-blog, which stated, that cyno jammers would be a possible upgrade option in systems with stations ? If thats the case, I don't think anything changes ...

taking down a jammer isn't quite as difficult as taking down sov 4 (and removing POS invulnerability)

What makes it easier is the Titan nerf. Taking down a jammer still means you will have to bring 50+ BS into the system and shoot that jammer for 1/2 hour. The advantage has the defender, because they can bring caps for support. Of course it's much easier to jump in 2-3 Titans and DD the attacker, but you can still blobb the attacker with carriers and MSs. Remember a supercap is build at a pos, all you have to do is shoot the pos into reinforced and then after reinforced finish it off. You don't need to take over sov.

They also stated they would do a TON of things that never happened or came out half nerfed to appease a generally whiny group of people. CCP doesn't always do what they say they will

The defenders actually will not be able to bring in caps unless they drop the jammer, as CCP has stated that caps will no longer be able to use jump bridges (it was in the capital dev blog I believe, so not sure if they are following through on this.
So along with titans no longer having AOE DD and not being able to bring in caps via JBs, unless you have a cap fleet on standby in the titan production system, the POS will definitely be more vulnerable to attack.
With stront timing though, the defenders should be able to offline the cynojammer and bring in caps for the defense while the attacking force sleeps.
