Soz if this question has been raised before but;
Is fitting a TD with a Web a good idea or would the TD be more effective on it's own? Given that a ship orbiting at speed increases it's transversal, slowing the ship down would decrease transversal and increase the disrupted ship's chance to hit, reducing the effectiveness of the TD right? Or am I completely off in thinking this?

It really does depend on the situation. Some ships get a bigger benefit from the web than others.

Okay, let's assume a T1 cruiser (because that's what I'm playing with ATM ).
What I really want to know is, is there any point to combining the two, or is the Web just going to negate some of the effect of the TD?

Having both together works well. The web slows the opponent down, but that doesn't necessarily mean less transversal. What it means is that your opponent has less control over transversal. If you're in two ships that are going the same speed, then he can negate transversal completely. Turn on a web, and you're running circles around him, letting you decide how high you want transversal to be. _________

It also depends on what you are fitting and what your are fighting.
Webs are for controlling position. TD's are for increasing your tracking advantage.
If you are in a T1 cruiser, there is little point in using a TD against a frigate. His smaller weapons will give him such a big tracking advantage that it is unlikely to make enough of a difference. It would take 3 TD's just to negate the difference in signature resolution. You could try using range scripts to force him in closer, but then you would still need to using something other than turrets to kill him.
However, if you are against a cruiser or larger, then a TD might give you the upper hand: causing your target to miss most of his shots, while you are still connecting with yours. Scripted for range, a TD could be useful for limiting the damage that you take while approaching.
As for combining the two, it will depend on your choosen tactic. The web is there to limit how your target can manuver, the TD is there to limit the damage that he can do, either at range or up close.
