All macro-hunters are using cloak. Also we have a lot of guys who cant live without cloak :) Vagabong with cloak, drake with cloak - its great tactics but it should'nt be stuff for afk.
How to solve macro-ratting problem? Well, its simple. "Not-covert" cloak should generate heat damage for high slots modules. Small, very small damage. For example, it should take a hour or more to damage modules. Cloak on raven or any ship will help to hide this ship, but it will not hide this ship forever. Log off or decloak on spot to repair, or use POS to be invulnerable.

I don't see any rational for why it shouldn't be possible to cloak in order to go AFK.
It creates the possibly best psychological effect on people. I think we should keep it.

When activated, the cloaking device 'fire' a pulse that cloak your ship. The cloaking device use something like a dedicated battery, that depletes over time, let's say 15 minutes. After 15 minutes the ship decloak and you must wait for the cloak 'capacitor' to recharge itself, then you can use it again.
This give you plenty of time while active playing, and stop the macroers and afkers.

Changing cloaks to what you are suggesting will break them. The whole entire point is to disappear totally, completely, so long as you can keep running the cloak.

All macro miners use strip miners. All macro ratters use launchers and turrets. So how to fix something that is not a problem for EvE gameplay?

nerfing cloaks will do nothing to address macro ratters, they will just return to logging off the moment someone enters local. In fact its better they try to use cloaks, because they cant cloak if a rat is targeting them, and belt rats that warp scram are very rare.

The good thing about AFK cloakers is that they encourage teamwork if you want to get rid of them. You want to have help in the system in case you get jumped on.
The only issue is that mining ships have such terrible buffer tanks, that you often can't reach them in time to help. So give Mining Barges/Exhumers a good 150 PG and that should solve it. Perhaps even an extra mid slot, but that might be pushing it.

rofl your serious too. no wonder some guilds suck (i dont mean eve) and some others don't. if you want to save your miners make a freaking effort and stand guard.

If standing guard was worth it ISK wise then it would be done all the time. 2 accounts doing 1 account's worth of mining is just not worth it ISK wise, and is a terrible bore for the guard, which is what you don't want in a game.
Giving just a bit more time(over NO time) for help to arrive is a good idea, especially when Dominion comes and CCP wants to encourage more high sec miners into 0.0.

I have the right to cloak up whenever someone enters local! Sometimes I want to watch TV or a movie or something so it's nice having an option to cloak my raven and not have to worry about the pirates coming through. It is pretty funny when I see someone scanning for 10-15 minutes for me then leave disgruntled. Sometimes they call me a carebear or whatever, but I don't care. I don't think the cloaking mechanic should change. I don't want to get blown up.
