Im looking for a few tips about ECM.
What are some good generic ECM slot choices with 4 or 5 mids? This would be for roaming 0.0 small gang work. With two assumptions: First, the enemy ship types are not known. Second, only racials, no multi's (I'm not looking for a "duh, 5 multi" answer).
Is there a particular ship racial type that is less likely to need targeting by ECM or less likely to be seen in 0.0 pvp? One that is more likely? Absent specific FC instructions, what classes of ships should have highest priority for jamming? What racial types are most popular for those classes?

Typically you bring one of each and use the extra slots for either caldari (to jam other ecm boats) or amarr (yay lasers). Usually you try to jam other ewar ships, logistics, high dps ships, or tacklers threatening squishy gangmates.

Note also that best named t1 has same jam str as t2, with 25% easier fitting, and a lot less cap use per cycle.
This is so, whether you go the racials way, or go the stupid way.

I will generally take x number of multi's, a single caldari jammer(to assist vs. other ecm ships), and a single amarr(because that is current FOTM IMO, and it seems like everyone flys it...)

This, except the amarr one feels pointless. They have very low sensor strengths to begin with, they're barely overrepresented in space, and they have very few supportships(yeah, guardians are not _that_ common). I'd go with one of each, then a second caldari due to their very high sensor stengths and ECM then a minmatar one due to scimitars primarily and secondarily rapier/huginns and even typhoons(rr goodness). Parrots, commence!

I'm not sure why people hate on multi's so much. Good luck when you get attacked by two ships of the same freaking race and especially when you don't catch a jam.

We don't.
It's just that when you're in a larger gang, you're likely to encounter more than 2 ships. Most of the time more than 4 aswell.
If you're soloing in your rook for example, I suggest using multis all the way. Even if you're in a small gang expecting few opponents, and you have reason to stay close, multis are better. But as long as you have enough targets to spread your jams(as in... not ganking ratters) and even better a way to keep range, racials will be superior to multis. Parrots, commence!
