Is there any known way to work around this constant bug or is it just a lottery as to whether an independent can get into your POS with high standings?
Does being at war have any effect on this?

POSes seem to have a memory (at least this used to be the case).
Did you ever use one of these characters to test the POS defences? If so, the POS may remember them as having been aggressed at some point, despite the fact that the standings are now good.
We lost a jump freighter this way. The pilot was an out of corp alt, who fired on the POS during testing of the defences. Weeks later when he was set blue and cyno'd a JF in, it opened fire and killed the ship. I don't recall the results of the petiton.
I believe the solution is to repackage the POS, which is painful. It's worth a petition though if the settings are all correct and blue ships are still being fired on.

Is the victim set +10 or is the victim's corp? Seems a POS will only respect corp-to-corp standing from what I've read.

The victim is +10, not the corp.
If a corp must be set to +10 why does the GUI not state 'If corp / alliance standing is less than [ ]? Rather than the current 'If standing is less than [ ]'
Sadly I can't find any documentation on this 'feature'.
Oh well should be an interesting petition if they try to refuse to reimburse, especially if they've known about it for a long time but never bothered to document it.

POS's doesn't give a **** about the victims standing. If the guy is not in a corp with the right standings, it'll shoot the ****er down. So always set the corp standings, not personal.

A POS is a corp owned structure, thus only corp standings play a role.

A POS will accept Corp>Individual, Corp>Alliance (was great when they added this) or Corp>Corp standings. They do NOT obey standings set at an alliance level. Also it takes an hour or so (and I would test cheaply or wait a downtime to be sure), before these settings are applied, this is to stop you from being able to focus all the guns on particular characters using standings settings.
The ONLY box you should have ticked if in 0.0 is 'attack if standing lower than x'. If you want you can tick attack if at war (which is what you should tick in highsec). But any of the other options almost universally shoots friendlies unintentionally, and any hostiles will already be shot without any other settings anyway.

pos's just plain suck donkey balls, more bugs than swamp in the middle of summer.
ccp wont fix them anytime soon either. waaaaaaaaaaaaaaaaaaaaaaaaaay to hard to fix them lol scrapping the entire code and rebuilding would be best tbh
fake edit: 5min cooldown suck said balls too

POSes only work with corp standing. Yes it's a pain for CEO's in alliances.
