According to the QEN report, there are fewer Black Ops ships than titans, so I'm not surprised nobody has an answer for you.

iirc no the actually skill jump portal operation or something similarly named (its under the science tab) is the fuel reducer

It lowers the fuel quantity (isotopes) needed to jump the Black Ops to the cyno, but does not affect the fuel quantity needed to jump other ships through the Black Ops portal. To reduce the fuel other ships need, train up the Jump Portal Generation skill.
I don't fly a Titan, but it's my understanding the same Jump Portal Generation skill affects the stront consumption of the Titan's bridge.
It's also my understanding the the Titan uses a fixed amount of fuel for activating the bridge, regardless of how many ships pass through it, where the Black Ops covert jump portal consumes fuel every time a ship activates the bridge (with no fuel cost for simply activating the bridge if no ships pass through). I can confirm the Black Ops covert jump portal functionality, I just can't confirm first hand the Titan functionality.

Jump Fuel Conservation does reduce the amount of fuel consumed when ships jump though the covert jump portal, I have tested this many times both on TQ and Sisi with my Sin.
The jump portal generation skill itself effects the amount of strontium needed to activate the portal in the first place, not for when ships jump though. The titan jump portal is the only one that uses strontium, activating the black ops portal without jumping a ship uses up no fuel, and thus it is pointless to train jump portal generation above 1 for black ops.

Thanks for confirming the jump portal generation fuel savings. I haven't been able to test it yet with my black ops.
