The first also applies to carriers and that is the limit of 10 people being in the vicinity of the ship for the SMA to work. What possible purpose does this serve? Everything is fine with 10 people around, then an 11th shows up ( who doesn't even have to be in your fleet ) and suddenly nobody can refit. This is re.tarded ( incidentally you dumb **** swear filter, that is not a curse word ) and annoying.
The second is the restriction on ship types that can be stored in the SMA of the Rorqual. The Orca has no such restriction so why does the Rorqual? You can't even fly out in a bloody SHUTTLE and jump in an exhumer stored in the SMA without having to leave your other ship floating in space easily destroyed. If you really just don't want the Rorqual to be able to carry other ships across large distances with the jump drives because that's more the job of the carriers, then how about limiting it so you can't JUMP with other ships stored? The main purpose of the SMA on the Rorqual is so you can have barges in it and switch ships on site, but this use is nullified by the inability to put away your combat ship.

1st - agreed , it probly some old code that limits it but should be looked at
2nd - i guess a langage switch could be installed to turn that on and off
3rd - also good , maybe even make it so that the rorqual can hold ships much bigger than is cargo but cant enter warp when thats the case, sort of the ships have ancored to the ship so there piolet can mine but this in turn makes the ship unwarpable.

im sure there is a reason for the first one being in place, but the second one is a very fair point, and should be removed in light of how it works on the orca.

First idea is good. The second restriction on combat ships in the SMA is probably outdated anyway. I mean, why bring a rorqual, a non-combat cap, when you could bring a carrier, which costs less, if you're planning a pvp op? The SMA is the same size on both ships.
btw to make your compromise to allow temporary combat ship storage, you would probably want an easy option to eject them all if you needed to pack up and leave in a hurry.

the rorqual is intended to rot in the pos and the orca is the ferry to and from it. so the orca can bring barges and haul the shuttles back

Only if you're a chicken. The thing has a capital tank and can fit capital shield transporters. It is perfect for sitting in the belt and using those to protect the miners. Also going back to the original subject, it was given an SMA for the purpose of carrying the barges to the belt. If you choose not to use the ship properly, that's your choice, but those of us willing to use it to its full potential should not be prevented from doing so by a rule that makes no sense.
And CCP Ildoge, get over your power trip. Quoting the dictionary:

This word is by no stretch of the imagination foul language. It exactly describes the effect this mechanic has on the intended use of the Rorqual: it re.tards it.
