I could do with a little help here guys if possible.
I am in a position where I traded a character on Saturday 21/11/09 for another character through the EvE forums. I followed the rules and ensured that evemails were sent confirming everything. I transferred the character to the other account but have not yet received their one. The other side is claiming payment issues and keeps delaying, with some discrepancies with their explanations.
So far I have lost 4 days worth of play time. I was wondering how long I should wait before petitioning this problem? Any advice from more experienced people would be appreciated. Thanks

I usually like to file petitions before the problem has even occured. That way I can get a head start on the issue, and I find that CCP likes these little exchanges. It makes it feel like a community of helpful, caring souls.
Seriously though, This sounds like you got scammed. CCP might not even take any action as it sounds like the exchange was an external issue. I would file a petition now, and include any correspondence you have made with the other party in the application. Ya never know, they may take a more aggresive approach to it...lord knows it can't hurt.

Don't know if you did, but I think if this was a private deal you should have posted it as such on the character bazaar forum.
Now, you MAY have a problem since everything in the rules regarding character transfers refers to selling for isk. The rules nowhere mention agreements to TRADE characters. This may be a loophole someone used to scam you.
On the other hand, the rules have a very broad statement of "All scams involving character transfers are prohibited." So from that I'd take that even if trading characters isn't directly referred to in the rules, a scam involving it would not be allowed. And from what I've seen, CCP comes down VERY hard and fairly swiftly on character trade scammers. However, if CCP says that you are ONLY allowed to sell a character for isk, not TRADE a toon for a toon, they'll say you broke the EULA and are sh*t out of luck.
Petition and find out now. My guess is you'll get your toon back. Not sure about your money though. |

It was posted on the forums, the whole thing. Also, evemails were sent in accordance with CCP's rules.
All I want to know is when ( in CCP's eyes ) is it acceptable to petition? |

you can petition any time you like...when they get around to looking at it when deciding whether or not it's actionable.....well.....that's a whole other issue.

Four days is plenty. With that much delay and foggy explanations from the other side it smells very much like a scam or something.
Since CCP can't make the other side to give you the char, just petition and ask to get your character back and look for another trade.

I believe there is a no scamming allowed on the forums. So with that alone you should petition.
And considering this is a Character transfer. In-game scamming so be it, ISK, ships whatever.
However when it comes to characters, no sorry, scamming someone out of a character should not be allowed.
Petition, you definitely have a valid case for it. CCP may see it differently but it can't hurt to try @ this point.

You cannot scam with GTCs and characters. The 'forum' part comes in with that because posts on the forum allow CCP to establish that a scam has taken place (ie one side failed to live up to the bargain). If a private deal is struck somewhere out of CCP control (via e-mail for instance) it's impossible to say what the deal was and whether or not people stuck to it.
