Still pretty new to the game and after grinding out L3s I can now advance to L4s (CN). My problem is that I'm not sure if I can handle them. I'm using a Drake (cant fly BS), my tanking skills are good but my missile skills are fairly low, cant use t2 launchers and missile support skills are all around 3 or so.
My question is: am I able to even do 4's or should I just stick to high quality 3's until I skill up?

Some 4's can overwhelm even the best prepared if they aren't approached right. With low damage skills they'll take you an age to complete. Are you doing this for reward or for standings?

I found it to be a good idea to have the skills at least at the level of the mission - so missile support and main skills on level 3 may be ok for level 3 missions, for level 4 you want them to be at least on 4 ;)
Apart from that - I started level 4 missions also very early and did use a Drake too. In my opinion the ship itself can handle those missions well, esp. with a) the battlecruiser skill on 4 and doing mostly kinetic enemies b) tanking on t2, c) drones on t2 (fast to do and very handy vs scrambler frigs), d) heavies on t2 (furies rock vs BS)
I still use the Drake when I want to solo level 5 missions (yes, you read right here, ofc not all, but some are possible to solo in a full passive Drake) since I cant fly the Nighthawk yet. For l4s I prefer my Nightmare (Sansha or Blood), CNR (overall) or Tengu (Serp/EoM/Gurista).

You might as well try the level 4s. They pay a lot better and a lot of them are quite easy. Just check eve-survival and if you think you can't handle a specific mission decline it. I solo level 4's in a passive drake all the time with mediocre shield skills and crap missile skills but have never had to warp out or failed to complete a mission. |

Best way to find out is to try it. The drake is great in that even with low skills, you can get a decent passive tank out of it by stacking shield power relays. Though it will destroy whatever DPS you could have had, you should still have enough to pop a few scrambling frigs and get out of there if you do get in over your head. Just make sure you're rigged with medium purgers at least.
Use eve-survival mission reports so you know what you're jumping into and try a few. Once you get a feel for it you can start replacing tank with DPS mods as you are comfortable with.
But, yeah. These forums seriously need some indicator that the post has ended and the sig has started. |

Saying your tanking skills are good when your experience is based on L3s in a drake doesn't really mean much. Ravens tank much differently, and the jump from L3 to L4 is vastly different from jumping into L2s or L3s from lower levels.
I would also suggest against using a drake for L4s. Raven class ships run them much faster even though they require a little more attention. If you want to be a caldari mission runner, then the CNR/Golem should be your goal, not a drake. Yes drakes can run L4s but their dps leaves much to be desired especially when your are fitting most of your lows with shield mods instead of damage mods just to survive.
Invest your skill points more wisely and start putting them into things you will need for the raven class ships. IE: Missile support, shield, capacitor, and drones.

I suppose I should have been more specific when I said my tanking skills are good. All are at 4 or 5, most drone skills(the ones that are relevant to me at least) are 4 or so and cap related skills are 5. Only thing I'm really lacking is missile skills.
To be honest I really doubt that I will ever train up for a CNR/Golem as missioning is just how I want to pay the bills. PvP is my primary interest. At some point I would like to train up for a Tengu for missioning, however.

i've done all lvl 4s with 1.5 sp. after that i had faction item in every slot and a drake was unkillable - except angel extravaganza bonus stage. so you dont realy need t2 with drake. i will love caldari navy launchers with T1. i got mine after 1 week and they are worth it.
you wanna do lvl 4s with no risk? no problem! take all lvl 4s from sansha and blood angels. sansha will do zero damage at 60+ range. i repeat: sansha do ZERO ( 0 ) damage at 60+ range. blood angels have the same problem too. drake is the best ship to start with lvl 4s btw. others have a hard time and would need battleships.

If you are trained for a regular raven, you can fly a cnr. Yes they are expensive, but the increased dps = faster missioning = faster isk.
If you are missioning for pvp isk, then with a CNR you can simply spend less time missioning than you would with a raven.
However, if you haven't trained caldari BS yet, I would just go straight for the tengu. It is easier to skill for and properly fit puts out more dps than a cnr.

Open evemon, go to the ship browser and look at tengu fits. There are max gank fits on there. With all V and 5% hardwires, tengu gets almost 1000 dps. All V and 5% with a cnr can get you about 830.

Since you can't kill fast enough you will want to survive long enough. Play with EFT first and see if you can get high enough shield regen rate.

I say this because while very few people actually do it if you spend the 5 days or so to get your social skills involving missions up to lvl 4 and then find a good quality L3 agent in a 0.5 or 0.6 system you can blitz L3's and make 15+ mil/hr in a gank drake setup (i.e. 3 BCU's and 2 rigor rigs). Most of the folks i've seen are hard pressed to make that much in L4's with a drake when they don't really have all the skills they need (meaning they are fairly new and still training to fly the raven).
As to Tengu/CNR. yes the tengu is a very capable and good ship for running L4's in. But it gets a little overly hyped.
A CNR is hands down the better ship because while the Tengu can compete with the CNR's mission completion times when fighting Kin weak enemies it loses very badly when not fighting kin weak enemies.
Yes a Tengu can get an EFT number that is close to a CNR's or even above it (only using Kin mind you) but that is using HAM's with T2 ammo. So while the number looks good, it (the T2 ammo eft number) is only good verse BC and BS plus there is a little travel time involved initially to get into range.
Personally if you want to make missions your primary source of income I would go for the CNR due to it's wider versatility and the fact that it is a stepping stone to the Golem which should be your ultimate missioning goal anyway. Don't get me wrong about the Tengu, it is a nice ship and should not be sneered at when it comes to L4's but the CNR does outpreform it.

However, especially with low missile skills (and not being able to shoot fury ammo due to the lack of t2 launcher) they might take a time. This you can fix by carrying an amount of faction ammo, its expensive but not as expensive as having to drop a mission due to not beeing able to kill the large BS rats. Nevertheless if you're flying a cookie cutter passive drake with decent tanking skills, you will rarely risk losing it unless you start shooting the wrong triggers or on some very select hard missions.
My advice: try some easier L4. If it takes just too long, take a step back to L3s. If you can handle them, its your choice really.
Oh and btw, the standard Raven hull is nothing but mediocre. You won't get much better times than in a drake, it only takes a lot more skills. Different story with CNR/Golem of course but then again we're talking about investments north of 1 bill ISK.
