Look, I'm an idiot... I stopped playing EVE last year and decided to come back. Problem is that I reactivated an even older, less developed account. Now there is no money left over in my paypal account and I don't have enough ISK to buy a PLEX.
Are there any timecode merchants that accept paypal and instant transfers so that I can start playing on my 'real' account today?

Shattered Crystal accepts Paypal, but they'll need to verify you via phone if you're a first time customer.

I have to make a purchase first to get a login so I can't be verified by their system. Also, they don't allow instant transfer on the first pass.
Anymore tips?

You can do single purchase without a login in Shattered Crystal, but I recommend shopping at https://shop.battleclinic.com/ ... they don't have as intrusive verification.
Also I agree you should immediately file a petition at http://support.eve-online.com in order to maybe get your time transfered to the another account.

It may be antique technology to some of you youngsters, but when we use something that we like to call a te-le-phone it rings at the other end and that person picks up the telephone and it doesn't cost them anything.
The only way you can be charged for ecieving a call is if you are required to enter keys to re-route the call. If all you do is talk then the charge is to the person that called you. Always.

Not to mention that when I first bought something from SC, they didn't even call me. Guess they just trusted me that much .

Unless you live in a barbaric country that makes you pay the long distance for incoming phone calls.

I live in an apartment and have my cell phone, the number on my CC is my parent's home. some how I doubt they would call my cell phone for verification. and hell if they do that what is the point You're posting again!? Has it really been 5 mins?

I'm not sure what you mean with "the number of my CC is my parent's home". They would call the number you tell them to call. Give them your cell phone number and they'll call that.
