I'm not sure it's a good idea to install the latest Ati drivers on old cards - such as X1800 and X1900 series -, because those are legacy products now.
According to Ati, the most update version for our cards should be 9.3. That one worked for me. Also, this advice might not be necessary, but try and follow the uninstall-reinstall instructions on the Ati website, if you haven't already.

Tried 9.3 and 9.11 drivers, following ATI instructions to the letter and using a driver cleaner to remove old leftover stuff.
Still the same problem :(
No fix until next week at least I guess...

I used to own an x1900, well now im with nvidia till ATI can straighten out their drivers. Its pathetic how bad their drivers are and I'm surprised the error isn't a BSOD or worse.

Still experiencing the issue. I have tried multiple drivers versions with no effect. I think it is more then a simple driver issue.

Hmmm. Curiouser and curiouser...
This is a strange one. Spent several more hours puzzling over this and trying different driver versions as some are reporting that a particular version has solved the issue, but unfortunately I haven't been able to replicate their success.
I have tried Catalysts: 7.9 (yeah, I know) 8.10 9.3 9.8 9.11
Also it may be worth mentioning that three and a half years ago or so I bought and built two identical PCs; identical except for the graphics cards. My main has an x1800XT with 512GB and the other was an x1800XL with 256GB. As I expected both of these cards exhibit the problem we are talking about, but this does at least prove (unless I am spectacularly unlucky) that this is not some latent problem with individual cards, as others with apparently the same cards are not having problems or are resolving theirs with driver changes. I had kinda hoped that the XL would be okay but wasn't surprised when it was exactly the same as the XT.
I'm now back where I started running Catalyst 9.11.
Please correct me if I'm wrong but I see it like this:
Until Dominion I had no significant issues with EVE or any other game, and certainly no white rectangles and FPS plummet anywhere.
The white rectangle and FPS plummet seems to be isolated to the Fitting screen, though there are frame lag issues reported by others without the white rectangle, so it's probably be safe to assume that these are separate problems or at least not directly related.
From the two facts above I assume the issue to be caused by Fitting screen code changes introduced with Dominion
There is no significant change to the Fitting screen for Dominion, at least not that I can see.
If my assumptions above are correct, would it not be possible for CCP to determine what in the updated code is causing this issue, and find a code work-around that will not adversely impact Dominion?
I recognise that the root of the problem may be something flaky on ATI side, whether hardware or drivers or a comination of the two. However the facts that everything was fine before Dominion, the problem seems isolated to the Fitting screen, and that the Fitting screen has not visibly changed much, suggest to me that a Fitting screen code work-around - or some kind of full or partial Fitting screen code regression - would be the best way to sort this out.

Go to DriverHeaven and look to their Mobility Modder program and instructions- that's the way I did it for my Gen1 XPS laptop and its ancient Mobility Radeon 9800 (which, admittedly, I haven't used for EVE in awhile, and it may not have the Shader tech to handle it anymore).
Thanks for the tip, I managed to use that program to install ATI Catalyst 9.3 (latest availbale for my old card), and the problem was solved.
I just installed that driver upon the existing one, didn't have to uninstall anything. And I didn't either installed the CCC program, only the driver itself...
Hope it is definitely solved (and will also work with my other games, didn't have the time to test everything yet)

The white stripe at the fitting screen and the subsequent fps drop are definitely due to the same issue. Drag your fitting screen to the bottom, until you can no longer see the white stripe, and you'll notice the fps revert back to normal. Maybe there is some kind of bug where the card is failing to draw the bottom section of the fitting screen itself .. just an idea.
As for the other issue with framerate you mentioned, I had that too, but that was dealt with quickly by bringing the eye candy down a notch. Unfortunately I do not really remember what the settings were prior to Dominion release, so I can't be sure whether the patch maxed them out on its own as default setting, or if the software is more of a resource hog now and is not as smooth with the same settings. More likely than not, it's the former, though.

My bug report is no longer open and says "Fixed in Rubicon 1.0.2", so I hope and pray (sacrifice given on request) that this issue will be fixed in the next Eve release.
I've updated my petition to the GM's to ask them to confirm this is the case as I have no extra text in the bug filing - I'll post any updates here if I get one, unless some kind soul from CCP is willing to stick there oar in here directly.
To clarify I've tried 9.3, 9.3.1, 9.8 and 9.11 - I've also had a look at the hotfixes for 9.11 but they are for HDxxxx cards.

For the time being I've found that if I just put the white bar off the screen it helps. I'd recommend if reinstalling the drivers didn't work for you just move the bottom of the fitting screen with the white bar down until it is no longer on your monitor. You'll get some fps back and the fitting screen is somewhat useable again.

In the most recent SiSi build (118927), the white bar is gone. Of course, the character sheet isn't functional either, but what's functional on the test server anyway. ;P
Look for this to be fixed in 1.0.2, for now, do as the above poster says, just slide the fitting window down to hide the lows, it'll be a pain, but it looks like it's fixed in the upcoming 1.0.2.

I tried moving the white strip off the screen like Kamelia said, it is usable but you get no access to the low slots. I tried everything on this and other threads with no result. ATI X1800 with 9.11 drivers here.

The whole idea with sliding the fitting window partially offscreen is to give you the chance to fit the rest of the ship without it slowing your system to a crawl. If you'd like some catharsis, try going on Sisi and see if the problem's fixed for you in the Sisi build.

Unplayable if you need to change Low Slots... that's my opinion. Yeah I have luck and a second computer with a gforce. The ship equipment window is one of the most important thing in eve.
But I want to play with both computers. I hope a solution is near.

Tbh fitting screen is better than character sheet not working. CCP if I can't update skills, I probably won't be playing eve anymore.
Otherwise please fix meh game.
