In game, Click Wallet->Click Settings, there is a tab "Show ISK cents on amounts"
CCP already calls it "ISK cent".

So basically they are cents as I suspected.
You noobs calling them ISK cents. That's just to show what currency they are cent denominations of. You don't go around calling American coinage US$ cents do you.

Go metric. Centi-isk or centisk. Personally, I've always called it "point oh one isk".
OTOH, the only people who use .01 isk are traders playing the ".01 undercut price game" which is pretty anal retentive. Given how combative .01 undercutting price wars are, how anal you have to be to play them, and how 99.9% of the Eve players are male, I think we should call .01 isk a "Spartan."
