Concord/Navy whatever has a chance to scramble an outlaw when they jump in. Problem is instead of scrambling them (esp ifthey have stabs) they web them into warp. Since they insta lock targets, they insta warp any outlaw ship. They are untouchable.

When you are an outlaw to a certain faction, the Navy takes care of the outlaw, not Concord. Concord has infinite point, web, neut and a hell of a fast locking time so it would be impossible for them to get away. As for faction navy mechanics, not all navy ships will have every ewar ability in the book, the smaller navy frigates (and maybe some cruisers) take care of securing the outlaw from warping by scrambling them. The larger navy ships take care of webbing and actually destroying them. So it's a matter of where the ships are in relation to the outlaw when he decloaks off a gate.
mind you I could have made an incorrect assumption so correct me if I'm wrong.
Also, the navy has a scan resolution designed to catch everything except the faster cruisers, frigates and shuttles. It would be overpowered if the navy was another version of concord.

One reason I could see for this, and just taking a stab is most empire peeps really don't learn mwd since more useful for pvp use. Might have on frigates for giggles and grins, but cruiser and above adds some training and time and do take a toll on system resources unless fitting skills tweaked pretty good. Scram does 2 things, locks warp and kills mwd. CCP probably thinks this is a waste since empire peeps more often than not will run AB.

When a BAttleship jups in or warps to the gate it can turn around 180 degrees and warp within 5 seconds of being targetable (which is catchable), but on the jump in it can warp within .5 seconds of decloaking. Now i might have a better chance at catching the target if i were in iceland (near the server), but as it stands after decloak they are usually automatically unlockable; though i have landed a lock about 30% of the time, the warp is so fast the server cannot register the .5 lock time + module activation. It doesn't matter whether its auto active or spammed as i lock, it won't activate either way because his warp takes place within 0.3-1 second at most (faster into warp than interceptors even at its slowest).
I've done this my self hundreds of times as i've suicided people. Using the poor mechanics of concord to my advantage, i feel its broken and needs addressing.
At least have the ship delay their webs 1 second after locking or something.
P.S. after illegally aggressing they do lockdown and slaughter the target. Its the Navy ships that web targets at a 100% rate that causes concern.

156 suicide kills in the last month according to my personal kb. (prob about 60 pods in that; I'm not going to count exactly)

iirc they don't scram since they changed it when they brought out FW.
Also outlaws can easily bypass concord by just pod surfing then jumping in a ship when ready to suicide.

It gets rediculous when they can chase, in a BS, from system to system and when they can warp into gates and insta warp off because the Navy webs them into warp.

Have you tried tackling them then? If they're outlaws, anyone can shoot them. If you tackle them, they won't be able to get away before the cavalry comes in.
