I'm wanting to fly Covert Ops ships but am not sure if I should start training for those, or train some larger ships first so I can run higher level missions for money.
Is it possible to make a decent living using nothing but frigate sized ships(level 2 missions and exploration loot) vs Larger Ships (4+/10 Complexes and lvl 3+ missions)?

Reason is that cov ops stay cloaked somewhere allowing you to watch but do little, it getx boring fast. Of course if you have another alt or happen to fc a gang it works out fine.
My usggestions would be to get basic BC/BS skills up plus the t2 guns for both, they fit in almost all situations so youll never regret having spent your time there.
Edit, it is possible to use Afs for npcing, both belt ratting and lower plexes. It is a slow way to get it done tho. -

frig sized ship are quite limited and good only for some specific roles, i would suggest you to train at least for cruisers. There are a lot of T2 cruiser that can do L4 missions, or can pvp/pve/explore quite easily. not considering that t3 cruisers ( at least some of them) can be made unprobable, and still able to do L4 missions ( and be "cov-op configured") . Very safe for L4 in lowsec and still quite good ( yep.. expensive i know...).

For missions I tend to think going big is the way forward. In fact more specifically, Caldari BC, BS and CS.

If you intend to do level 4 missions but dont wanna waste your time training battleship skills i would recommend to train for the Drake. Its the only battlecruiser i have seen which can do level 4 missions alone. Where i had to struggle with my dominix in level 4 missions at first, the drake with decent skills could do so much more.

To make money from missions you really want to be skilling up for a battleship. If you want to stay in frigs you can do what I do (well, PART of what I do) and run plexes in a covert ops & Assault Frigate combination.
I can run at least up to 4/10 plexes this way (anything in high sec) and the loot drops can be very valuable (c-type medium deadspace modules)
you can also use an AF to rat in 0.0 although it's not as efficient as running level 4 missions and obviously carries danger... or you could join a 0.0 corp.
You could take to ninja salvaging, which you can do in frigs easily and is more or less comparable to running level 4 missions yourself. People will say mean things to you though 
Ultimately, If you want a simple reliable income, most people run level 4 missions in high sec. There are better ways to make isk but I won't go into them here, would take way too long. Just look up trading, although it may be too boring for your liking

Trading is hardly money making in EvE, it is almost purely money reallocating activity, as is all PvP in EvE.
That aside, frigs are very limited although bombers push the envelope a lot. Cruisers and BCs will do fine though, especially due to Drake and Ishtar and T3.
Basically, when you mission in frigate I take a lowly AML Caracal and beat you in most cases with almost pure T1. Or, from other perspective, EvE is PvP game in broader sense and you are not competitive with sub-average subscriber.

Go for big till you have at least BS and related skills at 4, then go for whatever you wish. Relatively little training time - then you can do level 4 missions and get in bs gangs when needed.

I used to run level 4 missions in various HAC's before i went T3. The Skills you will need for HAC's will transfer over to the Recon Cruisers which gives you a second tier of covert ships to play with.
The Cerberus, Ishtar and Vagabond are all capable of running level 4's (maybe not efficiently, but possible)
If you dont want to train up for bigger ships, train for assault frigs of you havent already got them, they can do level 3's fairly well with the right fit.

I was planing on training for assault frigates. I'd love to see a Minmatar AF level 3 Mission runner load out. Level 3's would be enough of an income for me if I stick to frigate sized ships.
I'm not planing on becoming a dedicated mission runner, I was just curious as to how well of a living you can make with nothing but frigate sized hulls. If it's not good enough doing everything possible (Missions, Rating, Complexs, Exploration) then I'd move up to the bigger ships.

you can make goodish isk doing lowsec radars and ladars but really ull have to scan them and then reship to a cruiser with the analyzer to tank the rats or bring a freind
dont expect to become a billionare tho, but itll improve your probing skills

make some small steady income from speed running level 2s in a Jaguar -> you can, it works. make comparable mission income to a BS in a frig -> wishful thinking.
