What areas does the npc corp 11% tax apply to? I tried selling some stuff to someones market buy order and i didn't lose 11% of my money to tax.

It's worth noting that the net effect of the tax varies wildly for different missions. If you're shooting drones, for example, you'll get more salvage and low bounties and module drops, so the tax affects you less. If it's a pirate mission you get good bounties, with lower salvage and module drops, so you're paying a larger amount of tax ISK/hour.
NB: this assumes "normal" highSec L4 missions. I know there are high-value module drops from pirates, but not (so far) in the 0.8-0.6 space where "my" L4 agents send me.

Also worth noticing that you do not pay a tax for mission rewards or bounties that total less than 30 000 ISK. Now that bounties are lumped into bigger payments, it doesn't happen so often anymore, but in the olden days level 1 missions pretty much meant you only paid tax for the mission reward.
Also, it's not paid from the time bonus, just for the base mission reward.
