A colleague of mine just got stomped on by CONCORD for no apparent reason!
He was happily mining away when he noticed, much to his surprise, that a Serpentis Patroller was orbiting him. The next thing he knew CONCORD had him warp jam and shot him down.
Look at the screenshots below - I took these AFTER the cops took out my friends Vexor. He was equipped to mine and did not have any weapons fitted.
I've asked him to petition CCP and explain the situation.
do you think he should get his ship back? It is plainly a bug.

It would appear to be a griefer. Don't just automatically dismiss me based on that word, as it truly fits here.
Some griefer has noticed that shuttles have the same HUD marker as pirates and drones (+), and created a character with the same name as a pirate. He then bought a shuttle, and flew to high security systems, in the hopes that he would be mistaken for a real NPC pirate, and shot at, causing the person doing the shooting to be killed by the cops. Personally, I think that CCP should do several things.
1) Erase the character "Serpentis Patroller", and make it so that characters can not be created with the names of NPCs. This has been done in other games for reasons very similar to this. I don't understand why it hasn't already been done here.
2) Replace any ships lost due to this griefer, as well as any lost modules or cargo. Take the money to replace them out of the wallet of the main character of the person who did this. He did it intentionally, with the knowledge of what would likely happen, and this is a perfect example of a "grief tactic".
3) Change the icons on shuttles, pirates, and drones, so that they are not all the same. This error in judgement has caused many problems with CONCORD, because people fired at what they believed were NPC pirates. These could be a plus (+), an X, or a triangle pointing up (since down is for asteroid belts), and I am sure that a few minutes' thought would give you more potential icons to use.

He obviously fired on the shuttle, his fault for being too stupid to check if it was really a pirate in a 0.9

If he did not have any weapons fitted as Joshua Calvert said, how could he have fired upon the shuttle?

I completely agree with Ian MacLaren.
I was there when our colleague was attacked. The sh-thead "serpentis patroller" targetted me as well.
Our colleague was sitting idle a few thousand meters away. I never saw any drone attack as some have claimed. All I saw was that suddenly police arrives and starts shooting at my colleague.

a corp mate of mine found a pirate in a 1.0 system belt so it wasn't his falt for fireing, and I completly agree that rembursing him is called for here :)

could it be that simply targetting a shuttle is an offense?
in which case... if someone in a shuttle goes up to someone and targets them... then the other ship will auto-target back... and thus get blown to smithereens.
someone care to test this?

I think the "Serpentis Patroller" person should have their account/main character debited to the cost of a brand new Vexor.

CCP should change ALL markers so there is NO difference between NPC's and PC's.
Sure this would cause the occasional confusion, but I think it's silly that you have a big obvious plus sign indicating when it's safe to say your looking at an NPC, it tends to kill imersion, you know what I mean?
The plus signs should be saved for vessels of a certain size or smaller, perhaps Drones and Shuttles.
NPC's should use the brackets just like players.
The brackets already have a color code... Hostile get a nice red little thingy next to em, friendly (corp mates) get green, ETC.
Oh well, I'm sure some people would be too confused by this similarity and whine as they podded thier friend bob thinking he was a pirate. But most of the people who target and shoot without even checking the real name of your foe are kinda silly.
Also if I saw a Pirate in a SHUTTLE, I would have shown info on him before shooting, and I would have seen all the trade marks of a player not an NPC. It then would have occured to me that Shuttles are not NPC's...
Oh well what can you do.
Some tool griefed your friend, and yeah I think your friend deserves some kind of payback from SOMEBODY....
