Looking to purchase a PVP character. I have a budget of 3 Billion.
What I'm looking for is:
* Good learning
* Cruiser 5 (minimum)
* Good weaponry
* Would like it to be Minma or Amarr
I am not looking for any character that is Caldari and it must not have a silly name.
