A lot of avatars are showing up as blurry static messes in my game. My own avatar, in the character creation window, the small pictures of ships which appear alongside their armour/HP when you lock on to them, agents/mission givers and a couple of other things.

Things I have tried to far:
-Reinstalling the game (twice, once through steam, once through downloading the client from the EVEonline website.
-Updating graphics card drivers.
-Clearing all cache files.
-Running repair tool.
It's definitely not a graphics card problem because all other games and other things are running fine. Also, I should mention that the last time I played the game, around 4 months ago, everything was working fine.

I would have said clearing the eve cache files, but you talk about doing that already.
As a test, try moving the whole eve preferences folder somewhere else and letting it create a new one. See if that works or not. You can then always restore your overview settings if it does.

I'm eager to try what you said but for the life of me I can't find the preferences file. It doesn't matter about my overview settings, I started a new character and haven't even modified them yet.

Simply copy and paste the paths into the explorers address bar or into the field you get by Start-Run or Windows-Key + R (without the " )
Inside that folders are the cache and settings folders, to completely reset all your settings either rename those folders or delete them completely. We do not recommend reusing any of the old cache nor settings files after logging in again, doing so will most likely cause the problem you had to resurface or other problems start popping up.
You can also clear your cache ingame, press ESC when logged in. Select the "Reset settings" tab, under "Reset to default" press the "Clear" button behind "Clear all cache files"
Location of the cache and settings folders for Mac:
The users preferences folder which has the cache and settings folder is created the first time the application is run. The users preference folder is located at:
"/Users/username/Library/Preferences/Eve Online Preferences/p_drive/Local Settings/Application Data/CCP/EVE/c_program_files_ccp_eve_tranquility"
In regards to the overview settings. you can create a backup ingame by right clicking your overview and exporting the settings
once you have reseted your settings, you can simply import the settings again, you'll need to create and name the tabs again but thats about it

I tried deleting both Cache and Settings folders from the path you gave, but the problem persists. It's the same avatars that remain broken. Mine, in the character creation window, is blurry, some agents are showing up as white snow, like what you get on the TV when your aerial isn't working or plugged in, and some ships/structures which I lock on to are showing up as a blue and white static mess.
Once again, all other apps and games are working fine, no texture/graphic problems.

Sorry to double post, but there were a couple of things I left out and there isn't an edit function for me.
Here is another screenshot:

Points of interest circled in red. My avatar in the character tab is still blurry as it was before. The same agent as before is still showing as white noise.
Something has changed though. My avatar in the chat window is now showing up correctly, whereas before it was showing the wrong avatar. Other people's avatar's are broken though. As you can see on that screenshot, the fellow named Floure, his avatar is showing up as black. When I click on show info for him, however, it shows his avatar as being 100% identical to mine.

Ok im really out of options now, based on your description it clearly sounds like a cache problem, or the way the client wrights to the cache. Its tempting to ask about your graphics driver though, while other programs may be running perfectly, EvE itself could have issues. There has been allot of complains with the 190 drivers from Nvidia, and ofc the age old problem of EvE not supporting Anti aliasing.
I have had similar problems in the past with thumbnail pictures, one obvious one was the Abaddon, when i open my hangar i only see a white square, however reseting the cache the advanced way as indicated above has worked for me. So i want to ask about your graphics card drivers but when you say:

it clearly points to cache again. Only other thing that still comes to mind is that your client wrights the data corrupted to your cache meaning a complete removal and reinstall is needed, but that can be a bit of a Job so rule out any possible graphics settings.
oh.. and you do have enough free space on your Hdisk for the client to safe data right ?
the EvE cache can easily grow to over 1 gig

I have tons of space, my graphics card is an ATI HD 4850 with the most up to date drivers released just over a week ago.
There are 2 options I haven't tried in the cache settings, and those are the first two, which are "reset to windows default" and "reset to resolution" or some such, but I don't think running those would make any difference if I deleted the actual cache and settings folders and let the game make entirely new ones.

I have tried just about everything under the sun and it still persists. I didn't have the probs until I went to 9.10 ati drivers and above but I tried to roll back to older drivers and it still persisted so <shrug>.
{edit} I have been suffering this prob since a few weeks before Dominion was released and been suffering from it ever since. Only eve suffers from problems like this. In my 6+ yrs of playing eve I have found it is always the pickiest of all games I play. Things it suffer from no other game or app ever suffer from they are always eve unique.

I'm convinced it is one of the patches that has caused it. I first started playing this game around June of this year. I played every day until September. Throughout that time I never changed my graphics card drivers or any other settings. I then stopped playing until 5 days ago, and when I reinstalled the game I still had the same card and same drivers as before when it worked fine. The only thing that changed was that the game has been patched and had an expansion added.
So, if other people are having the same problem I guess it's one of the updates + the x850 not getting along. I've exhausted everything I can think of to solve it. I've even tried little things I know for a fact could not possibly be causing it, such as spyware/malware scans and defragmenting my drives.
Just gonna have to live with it.

I have the same problem on a 2600 and a 4670. Two different computers one xp and one windows 7.Four different client installs two on each pc on their own drives. I have found that if i set textures to low the problem goes a way. Its something with dominion and all the ati 9 series drivers. Its annoying because objects in space look wonder full on the high settings. I was hopping the 9.12 drives would fix this. Avatars and locked targets have the same noise look to them.

Funny thing is I got the problem before Dominion came out. Only way it could be blamed on Dominion is if there is something that stuck because I was on the sisi server testing Dominion before it came out.
It was with a different install of the client yet it affected my tranq install as well before Dominion was released. One reason why when I was trying to fix the problem not only did I try all the stuff mentioned above I also went into the registry looking for anything fishy.

Try reverting back to an older driver version as suggested, and then clear out your cache (since the corrupted images will still cached untill then). I remember seeing this before and people fixing it with reverting to catalyst drivers. _

Hah! It actually worked.
Turning textures down to medium, then clearing all cache files has fixed the problem.
