To nos a NPC is a good way to fill up your cap. Now if it affect the tank of the NPC, I don't think so.

it is supposed to afect an npc but chenage to neuts as nos works differently than you probably expect.

using neuts against rats is pointless as they have no effect on them
Nos works for your cap tho

They have a limited battery and it doesn't affect their weapons in any way. So you can end up just wasting cap trying to suck energy from a ship that has no more to give you. If you aren't cap stable, I would look at other ways of fixing it. Most people will read this thinking it's part of my post, when its actually my sig :P

I've heard neuts lower the chance for ships to repair(not that they rep all that much), but never tested it myself. My DPS is my neutralizer.

I haven't looked at the data files for a while, but NOS and Neuts once did reduce the chance of an NPC repping armor/shield and I think they still do. However the limited range of these modules made me opt for guns instead - a heavy NOS works out to 20km or so depending on meta, but a gun does damage out to ... much more (depending on what guns you use).
So, they work, but the grid is better spent on something that reaches out and delivers the hurt

Nos used to work on NPCs. Not anymore. Some will tell you and insist that they do, but they don't.
Test it yourself. Keep an eye on your cap and Nos an NPC. You'll notice your cap won't increase at all. I don't know if Neuts work though.

I use neuts on NPC ships for practice (because I don't equip for PVe) and still have not nailed down confirmation of a difference. I would like to say the tanks break sooner but I don't have a definitive result.

you will find that its mostly because nos ISNT a real Vampire mod anymore and hasnt been for a while. nos is effective when your cap level is lower than the target ships cap level. as most mission setups are relativly cap stable or passive nos isnt as effective.
for ze poster just above. you can actually test it (wether its right or wrong) if you use a ship scanner on the nps is will give you its capacitor level. liek you mentioned cap levels are supposed to afect the tanking of npcs as we all know npcs just cheat :)
nos/neuts are pretty crap as mods even for pvp as their reall effectivess was removed. in a sustained fight then nos would show to be effective but npc's die ridculusly fast so its effect isnt as visible and would only work on the higher tanking npc's (mammoth) etc.
neuts effectivness would be shown more from a large vs a frigate (how they are used in pvp) if you have a scrambling/webbing nps frigate on you and you know its cap level is tiny (ship scanner/data export stats) you SHOULD be able to hit it with a large neut to completely kill its cap. then it should be dead in the water and drop its scram/web.
if WI/NC dont come out to play i'll get bored and fire up the test client.

I don't believe NOS affects NPCs anymore (but it used to). I remember when they first made this change and I put 2 NOS on my ratting ship and it made a noticeable difference in kill speed. But now only neuts affect their tanking cycles. And as mentioned, nothing will affect other NPC "mods" or ewar.
Each NPC will have a set chance to repair X amount every X seconds. Having an active neut on the NPC will lower that chance, with a greater effect with larger sizes. Could be worth using with a ratting setup if you have a spare high, but otherwise it's probably not worth the loss of an actual damaging mod.
This should still be working as I described, as I've dug around in the patch notes to see if they've changed this behavior in the last couple years but didn't find anything.
But, yeah. These forums seriously need some indicator that the post has ended and the sig has started.

I use a NOS on NPC's while I'm exploring and it keeps me cap stable. so I believe if its for missions and you need the xtra cap for your tank, it will work or my pilgrim would have died so many times before.
