I am seeking solo pvp engagements in black rise and other FW low-sec space. What is the best way to roam and locations to try and lure some 1v1 fights?
I am using a rifter (disposable and cheap but great to fly).

Sometimes you can actually find people in local that are alone and will fight 1v1. If you're in doubt, you can always ask them for a 1v1. Most people honor them.
Make sure to check their corp to see if they have friends in local.

You're headed down the right path.
I can say from first hand experience that inyreye as well as endureth will give you a first rate education in lowsec pvp. I learned at least two weaknesses to my choice in interceptors from them and had one of the best times fighting I've every had.
Amamake and surrounding areas are chock full of flashy red folks who undoubtedly engage you.
Replacing your rifter and fittings is easily done a mere 3 jumps away in Rens.

It's very hard to find an even fight in this situation. Even if it starts balanced, usually enemy reinforcements will show up and spoil the fun :P
There are three useful things you can do solo in a frigate with regards to faction warfare. The first is to run down the pipe from the friendly side to the enemy side and provide continuous intel on what the enemy fleet is doing, what they consist of, and how many there are. The second thing, although rarely done, is to setup warpable points for the fleet to setup formations around gate camps. Again though, I haven't actually seen it being done. Third, a little more ambitious, fit a frigate for tackle and go looking for targets near the fleet. Either offer yourself as bait in fields or engage singleton targets as they come off a gate jump. You'll need to be able to deal with drones and neuts but there are strategies for that.
