I'm curious about how the game mechanics handle players who attack others in empire space. I read in an old post that GCC happen as soon as you shoot someone, meaning everyone should be able to shoot you without penality or risk of being concorded... But it seem to have changed, at least i heard pirates/gankers don't get the gcc immediately but after they blow up their victim, is it true? Also heard that you can evade Concord by being somewhere else when they show up and not be in sight of any of them until the countdown is over, again is it true?

If you shoot someone in high sec space you get a GCC and CONCORD come after you. They come quicker in 1.0 than they do in 0.5, but they will come, and they will get you. If you avoid them you are up for a ban.

Start by reading the criminal flagging article on the Wiki, and see if any questions remain after that.
As for evading CONCORD… well, it doesn't really matter if you technically can evade them if you do things right – doing so will make nasty things happen to you (as in: you lose your character, not just your ship) since it's an exploit and therefore not allowed. ùùù ôIf you're not willing to fight for what you have in ≡v≡à you don't deserve it, and you will lose it.ö ù Karath Piki |

I assume evading Concord require much more than just warping to a safe spot and wait the gcc off. I wanted to know how it works because it seemed to me criminal had a mean to harrass other players with near impunity. One of my corpmates did get attacked by hulk hunters and it seemed other corp members could not freely attack the gankers once they started shooting...
