I don't know if this has been suggested before and i'm too lazy to look for it, but I think there is at least a small amount of original thinking in here.
I assume the wish of most people in 0.0 is a removal of local (making it more like wormhole space) but without removing this important intelligence tool.
My suggestion is to add three types of info modules (and one counter module).
1) A simple active midslot module (compare with standard probe launcher). Can be fit to almost any ship, doesn't require too much cpu or cap to run. While active it will report the approximate number of people in local. It's not exact, and you have no idea if they are friendly, neutral or hostile. Higher meta gives slightly more accurate numbers. Cloaked ships can not be seen. A specific module can be used to counter this module.
2) An advanced active midslot module (compare to the advanced probe launcher). This require either a ship with bonus towards it or a ship with a lot of CPU and cap, like a battlecruiser or battleship. It gives the exact number of people in local who are NOT in your fleet/corp/alliance. It still doesn't say who they are though, and it can't see through cloaks. But it is powerful enough not to be affected by the counter module.
3) A cov ops version passive midslot module. It's passive so it can be used while cloaked, and can only be fitted on cov ops type ships. It will show all information you today see in local, including cloaked ships and standings. Of course it can't actually see THROUGH cloaks, it can only see that there is a pilot in local.
All these modules present their data in a nice compact list that don't take up a lot of window space but is still informative.
As was mentioned in #1 there is a counter module one can use. It only works against the basic information modules, but will in that case work like a cloak. This is only a cloak against these specific info scans however, the ship is still very much visible, and it won't have any penalties a cloaked ship (without cloak bonuses) would have. The module is active and should be about as hard to fit as the basic info module.
We still have the normal scanner of course. And probes. No change to these.

Yes this has been suggested before, it must be approaching 1000 version of this idea. Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congratulated by carebears for the actions. |

No. If all you're doing is taking away local just so you can give it back again, why even bother?
As for your specific suggestion, the net result is that every single 0.0 resident would have to dual-box their own covops alt just so they could get their local back and see who was in the system. Those that didn't would lose ships to an undetectable cloaking gang a couple of times and then think 'screw this' and disappear back to highsec to run missions. CCP wants more people living in 0.0, not fewer.
