Hi all.
I understand that the alliance is responsible for pricing these things, but - if i were to be interested to rent 0.0 space belonging to an alliance that owns it, what (if many!) are the procedures of doing this?
Also, are there even any alliances out there that do this anymore?
Hopefully what people reply here will bring more questions into this topic from myself to get a better understanding of how it works.

Dont bother renting, its too much hassle and politics. Head to Great Wildlands region as this is generally an NRDS area so its pretty safe and shared intel is good. Also try living in CVA space, thats free too. |

Another option would be to head to a region with NPC stations and try and get blue standings with the locals. Fountain is kinda hot at the moment, but you might want to look at Outer Ring, Syndicate, Tenal/Venal (i never remember which is which), etc.
While you cannot drop an iHUB and upgrade a system in these ares (they are the Sov. of the NPC group in that area), you can hopefully use the NPC stations with little molestation and get access to 0.0 belts and rats.

CVA stands for Curatores Veritatis Alliance which is a very famous 0.0 alliance in and around Providence. CVA space is the space they control.

Experience in the area will tell you this. The locals are the people who live (or appear frequently) there.

That's where your social skills come to play. Some evil beings also call it diplomacy I heard. Obviously what you have to do to make friends varies.  A good sportsmanship after fights (no matter whether you lost or won) will help you.
