Eve:s SP system is based on it being indirectly controlled only through your stats and not directly by gaining SP. This is good in one way, that you dont have to spend time in game to "level" your skills but bad in some other aspect as it takes literally years of "waiting" to level up before you can use high end stuff.
Why not introduce a way to earn SP? Naturally it needs to be hard, like getting highend faction items or earning a Navy BS(with loyalty points) but it would be nice to be able to actively speed up your training somehow.
Like if you pay 100k loyalty points then your character trains twice the speed for a limited time.

EVE differs from other mmos where you can spend alot of time in short period of time to grow your character stronger and fit on your ships with expensive modules and such. This game requires alot of patiences, and the learning curve of EVE is very slower than other mmos, and you will have to have good knowledge how to use your ships and modules in such environment aspects or situations you might be encountering with. If you think training your EVE character takes alot of time, try purchase game time codes with your real money, and acquire that with ingame isk, then go to character bazzarr and buy trained character. That's another option you could do if you want to continue EVE. I donot personally like to train skills while we are killing rats and gaining xps from those and with those saved xps to train skills. Hell, no I donot support that. This is one what EVE differs from other mmos, and I like the way of EVE is going so far.

sometimes i think the character trading should be stopped. you get noobs who buy high SP character and then die in expensive ships, because they missed all the time to train their personal skills.
anyway ... for all the reasons the previous posters stated already. not supported. if you want grind for XP look for other games.

Implants is not a way to actively speed up your training, it does it indirectly/passively by raising your stats. I am talking about actions that gives you SP or accelerates your SP/Hour.

the attribute enhancer implants (slot 1-5) increase your attributes. the attributes define your SP/hour gain. so they make you train faster. they really do.
just to avoid the discussion "but implants are so expensive when i get podded", here is a hint for you: get jump clones. put only 2 implants into each jump clone. lets say int/mem into one and willpower/perception into the other. so when you get podded you only loose 2 implants and not a full set.

As Vengeance stated above, the fact that it takes a while to grow into your skills actually means that you also have time to learn as a player how to fly a particular ship and use the equipment you're training for. As Darius mentioned, so many players take the fast track and purchase high SP characters from the bazaar but have little experience in how to use those characters skills effectively.
It's not just the number of skill points you have in this game that counts, player experience counts for a lot too, understanding how to fly a particular ship well, getting over the panic of facing player opponents, being able to use the tracking mechanics to your advantage, etc.
Those of us who have taken the time to acquire the experience and are still learning a bit more each day will tell you that fast tracking the way you suggest isn't going to help you much. It's been asked for a thousand times before and do you see it happening?

No SP (exp) grinding in my EVE. Lack of grind is the whole purpose of the current system.

You know, I hate to use the term "GB2WOW" because it sounds childish and assumes that the poster is coming from WoW. But every time someone proposes tying this mechanic to loyalty points, I can't help but think of someone coming from WOW (or some similar game) and thinking that EVE is about missionrunning. It's not.

Well, it is around mission running, too. And PvP interaction. You can't bluewall or what they call it in WoW. And well, your char already trained twice as fast for a limited time.
