It was the only ship capable of jamming from a very long distance and now there are no ships that fill this role besides the Scorpion which is nowhere near as good as the Rook was before the recent changes.
You changed its bonuses aparently to make it become a short-range combat jammer but there's no point in removing the ECM distance bonuses. Now it doesnt have enough Powergrid to fit a proper tanking (remember, its close-range combat now). So, what is the true role of the Rook now? :S

It was moved away from fleet combat (tbh the falcon filled this role way better) and put back in line with the other recons, at 50km it still can keep away from that magical short range sector (Large pulse with scorch will hit but thats it). But yes they nerfed it to hell and back, but that was the hole thing.
The rook is infact still rather good of a ship (rather good dps and the ECM) but like the other recons it doesn't tank..
And on top of that, it has the same old problem the scorpion has, all the meds are taken for Ewar so you can't shield tank it...
There are, as i see it, 4 ways of surviving a large battle in eve; 1. Tank (oh yes, ducking behind those plates) 2. Range (plain and simple, if they can't hit you they can't kill you) 3. Speed (same as above 2 really) 4. So threat (having to little of an offensive capability)
Now a recon (any recon really) don't fall into any of those so it should not be used in such.
Recons are fine in small gangs but die horribly in larger fights because they have large offense (and cost much) and no defense (like 1-2 LSE at most)

I would love to see the Rook back in the long range ECM role.
With how fast you can get a warp-in on someone that is on grid now-a-days i do not see it being overpowered as the rook cannot cloak and just warp off.
Or they could just fix the Scoprion

Well the Scorpion is okay imho it has good jamming range and strenght. But what do you want 150km targetting range for? There is no jamming distance bonus at all!

I'm guessing CCP (and others) saw the Rook as being overpowered. It had both ridiculous jam range and strength. I didn't follow the whole ECM "Nerf Falcon" threadnoughts going at the time, but I got the impression that ECM was really ruining everyone's day (which it should. )
Anyways, the Rook, with speed, range, and high jam strength, makes it tough to pin down in a fleet fight. By nerfing the range you force it closer in, which I guess is the tradeoff they were going for in sacrificing better ECM for lower defense. Why that high targeting range is still there is beyond me; it's a hold over from when you could throw ECM 100km easy; there's little reason for it now.
If I had to opt for any changes, I'd at least switch the targeting range on the Rook with that on the Scorpion, seeing as the latter gets a range bonus making a sensor booster mandatory.
I feel as though the EWAR changes in general were kinda rushed; people were ****ed that Damps and ECM were too "underhanded" and struck them all with the nerf bat without too much though as to what their role or balance should be afterwards.

I agree CCP did not implement the "nerf" to Electronic platforms very well. the Gallente Recon used to be the perfect counter to the Falcon with damps and the high sensor strength...but CCP decided to nerf damps, Vamps, webs, ECM and now i hear there are even "n3rf the tracking disruptor threads"
These "recon" ships are very expensive and should be a counter or compliment to each other and provide flexibility to a fleet, the way they used to. but CCP always caves into whiners and people unable to adapt and that is very bad for balance.
But nerfing things into the ground does work...I guess

Actually I see the Falcon can fulfill its role quite efficiently. They can open cynos, covert cynos, jam properly and cloak VERY well. They can be used as tactical reconnaissance ships, covert operations, effective jammers and many more. But what's the role of the Rook? You can't fit a cloak efficiently, you can not jam from reasonable distance, you can not tank, and it only has 5 launchers, which I personally don't see they put some interesting DPS into the fight.
The Rook used to be my main ship before these ridiculous nerf. But now I have it parked in some hisec station cos it have almost no use.
Some say the Rook its a good solo boat though, but I have to insist: GIVE THE ECM DISTANCE BONUS BACK!

all the recons have a high lock range, this mean the rapier can web at 125km or the curse can neut at 130km or the arazu scram at 80km?
the caldari recons got rebalanced with the others recons and they are still very good
