I had some stuff that i would thinking about. First of all i was not quite sure who to do missions for. Im minmatar and want to do missions for the faction that gives missions that are easiest and fastest for the minmatar race to complete.
I also thought about level 3 missions. For level 4 i will probably buy a vargur, but for level 3 i still need to find a ship that does level 3 missions quick and smooth. Any ideas?
Would it be a good idea to start with doing epic arc missions? I hear they give good standing. Do they give alot of bad standing to opposite faction aswell?

CCP was gracious enough to make missions in multiple versions.

Ultimately you have to choose what you prefer. Almost all NPC mission corporations give general Loyalty Rewards. Naturally some corporations give you better choices.
Epic arcs might be rather skill intensive since they are epic after all. But you can always try.

Well, if you are thinking about running the epic arc for the Minmatar at some point in the future, I'd recommend using RSS as your mission corp. That is who you will need standings with for the epic arc.
The epic arc is level 4, so if you are just starting out running missions, you probably won't have the standings to run them for a few weeks yet (need 6.8 with the RSS corp or Minnie faction). I ran the epic arc back before the standings were "fixed" for them, so I received very little faction increase. From what I've read you will get a nice faction bump these days.
I also avoided killing any of the Amarr ships in the two missions where they were present, so I didn't get any negatives either. The rest of the missions were against pirates.

The starting agent for the minmatar epic arc in frarn is brutor tribe, not RSS. You don't need RSS standing to start the arc, but you will need either faction standing or brutor tribe standing to get it started.

I would recomend the battlecruiser Hurricane. It will with the right skills do lv3 misson without any problems.

Passive tanked Hurricane aka Passivecane (google it).
It's as close to AFK-idiot-complication proof, easy mode as it can be (for a Minmatar, other factions have even easier mode ships). - Auditing and consulting

As you already talked about buying a Vargur for lvl4's I assume money isn't the issue so you might consider using a Cynabal for lvl3's as it's more fun than a Hurricane - at least for me it was.

Not sure if money is an issue but assuming it is, an artillery hurricane will serve you very well. My character is over 2 years old and the old hurricane remains one of my favorite ships in game. For missioning I recommend two possible setups. First is a shield tank with a high passive regeneration. The second option is an armor tank. Both ways work well for lvl3's with low SP.
The shield version requires a couple large shield extenders, a hardener or two and a bunch of shield power relays in the lows and shield regeneration rigs. The armor configuration uses one or two medium armor repairers and 2-3 npc specific armor hardeners. Unlike the shield version it requires high cap recharge so you will want cap recharge rigs, some cap rechargers in your mids and possibly a cap power relay in the lows. In either case you should fit atleast one gyro to increase damage and I'd recommend two.
For npc corps to focus your missioning on, Republic Fleet and Republic Security Services are your best options. Both corps have a very good collection of both high and low sec agents of good quality. Republic fleet is pretty concentrated in minmatar space but RSS is spread throughout eve. If you go with RSS, be ready to move 15 jumps when you are ready to move up an agent level. Your main enemy if you stay in minmatar space will be angel cartel which are perfect for minmatar gunboats. That said all npc types can be dispatched quickly thanks to selectable damage type on projectile weapons. -----------------------------------------------------

Also, don't forget about the beginner epic arc, wich starts after the first series of career missions in the tutorial(they send you after you complete the chain to sister Alitura of the SOE in Arcnon). It's worth doing even if just to get aquainted with missions in general.
I thought it was fun, and did them in a Merlin and a Caracal back when I was a newbie. I also had from a friend with a month ahead of me on SPs, in a Drake.
